Evidently, they have not been indicted, but a recommendation for arrest has been issued.

I can say I was assaulted walking home, it may be slander if I attribute it to someone, but as long as I don't make a police statement, what exactly is arrestable?!?!

Agree that Brazil is handling this poorly, Loche et al are a bunch of dumb drunk bros, but pulling passports is insane for this level of crime. Makes me appreciate again, much like Amanda Knox in Italy, our system of justice.
