If they have a valid reason for having expired (no, they don't because it's EXPIRED) out of state tags from two different states, no harm no foul.

I've had the opposite experience. Parking enforcement will come out within 24 hours and check out the vehicle and its registration.

I have zero issues reporting people who steal.


Not on private property. It has to be parked on the street.

If they live in a rental and drive 2 cars with expired tags they are shady and likely do other shady stuff too. Call landlord.

Sheesh, many people live paycheck to paycheck. They probably can't afford the high Virginia car tax.

I've lived in Virginia for 25 years and have no problem paying the car tax. The secret is to own reasonably-priced cars rather than the latest Tesla.

I lived in a state where people would wait months or years to get permanent license plates after new car purchases. I would see Ferrari’s and cars of that caliber in the parking lot with paper plates knowing that they were dodging taxes. I reported this. Their behavior is the problem, OP. Not yours.
