I teach in Virginia and I can tell you there absolutely is adult males in class with 14 year olds and here is the reason why (at least in FCPS)

FCPS can't prevent someone from coming to a high school if they are under 18. There are tons of newcomer ESOL students who are 17. FCPS has a 4 year path to graduation. The first year the 17 soon to be 18 year old will not be in classes with non ESOL students. Same thing with their 2nd year. However their junior year they will take team taught Algebra, Biology and World History 1, which are all freshman classes. At this time the student will be turning 20 years old. If the student failed a year they are 21.

Since the classes are team taught half the kids are ESOL and the other half are general Ed (freshman). Almost every class has a 20 year old male who is a short distance or sitting next to a 14 year old girl. In some cases it's a 21 year old man next to 14 years. Most th kids are great but we definitely have gang members in these classes recruiting freshman. Nothing we can do about it though.

If you don't want your 13/14 year old children in classes with 20-21 year old men make sure they sign up for honors classes.

If this isn't a advertisement for vouchers I don't know what is. Everyone can leave the public schools and the system can shut down leaving one public open for total and complete nonsense. Why waste our children precious learning years and all our tax money on absolute unserious and dangerous "academic" systems.
