I have noticed some changes in this "ritual" over the past year or so - the riders used to wear no helmets and bandanas over their faces. Now, they are wearing helmets to shield their identity.

Of course. They wear helmets so they can be safe and to protect their identities. They don’t want to crack their own skulls open, but don’t care what happens to anyone else.

They arent endangering anyone else in the woods. Doing this on busy roads with other drivers and pedestrians is dangerous and should be stopped. If some kid wants to flip a dirt bike in the woods so what?
Anyone who cant see the difference in risk of life of innocents between those two scenarios is either stupid or being purposely obtuse.

Yes, dangerous driving endangers other road users. This is true if you're driving dirt bike. It's also true if you're driving a car or truck.

Please, quick, someone develop a video game authentically re-creating the thrill of driving a dirt bike, in a herd, through DC. If you remember how WWI got started you can extrapolate to today's black/white/brown/yellow tensions and imagine how some dumb dirters might spark another civil war in the USA. Our upcoming civil war will be much more strategically interesting. More like Yugoslavia. Identity politics run amuck. We won't need uniforms. How do you not see a difference between riding a dirt bike dangerously in the woods and riding a dirt bike dangerously through the streets of DC?

If the kid (White or Black) drives recklessly in the woods and hurts himself, that’s his issue. If the kid (White or Black) is driving through DC, he is likely to interfere with other drivers and pedestrians. Which is exactly what happens.

Though, honestly, I do think there are some laws against riding dirt bikes in ‘the woods’ also. You can’t ride anywhere and you can’t ride in private property, etc.
