Yes, exactly. They don't enforce DUI because only a tiny percent get caught. When most people who violate the law do so with impunity, that's not enforcement.

Hold on there. This will ruin my relationship with my vehicle. I have a long commute and this will make it even more uncomfortable.

Logistically - how are these groups of riders organizing? They must be using some sort of social media, texts, etc. right? You can't get 100+ riders to a single location via word of mouth, or can you? That's a lot of people to coordinate with. Maybe there's a DCUM type board for them, that can be tracked and monitored...
