Recurrent nuisance noise problem with neighbor--what to do?

I keep coming back wondering what the noisemaker was....a sound machine? I find it odd that the OP won't just say what it is.

I think it is one of those mosquito zappers. It has a fairly monotonous hum. But it certainly isn't -that- loud and, IMO, the pros outweigh the cons.

op, any loud noise 24/7 would piss me off be it radio, bug zapper, party, whatever. and i hate wind chimes and fountains. i would just move. F it. get some peace.
