Omg, a device to keep a cat from pooping in your yard? Gosh I wish I had invented that because then I'd be famous for all the right reasons.

Anyway, clearly OP is some variety of cat since she can hear the noise. Maybe she should stop pooping in the neighbor's yard and she'll stop hearing the noise.

This L-O-N-G thread has had me laughing out loud for the past couple of minutes.

I never realized just how hilarious people on here can be!!
Shout out to the PP who asked how wind chimes can make noise only 3-4x a year!! And the PP who suggested the moderator get a subpoena!!!!!

Not to be snarky, but a crooked letter in an upscale neighborhood??!
And for you to not disclose the actual source of the noise you will never get a serious or legit answer on here from anyone.

Just call the police, OP, if this is a legit issue. You've already talked to them a few times. Time to bring in the cops.

Op has basically inadvertently let slip that it's not a sufficient noise for the cops. Pages ago she noted that the HOA had stricter noise ordinances than the police, so she wanted them to enforce something.

You need new windows, OP. And if it's coming through the walls, just ask them to move the speakers to the non-shared wall.

Other than that, not much you can do if it doesn't meet the county limit. The HOA limit is not enforeable.

Oh ok.

Send a certified letter to the members of the HOA board detailing the bylaws that have been violated and specific details on when/how they've been violated. Document. Cc: neighbor.

Good luck with that. They HOA can simply state the nuisance noise doesn't violate the bylaws per their judgement, but your failing to pay dues does. Cue lein on your property. Now go spend 5x the amount to try and battle that off. Sometimes winning the war means losing the battle.

You need to take charge here:

1. You need to contact the manager for your HOA in writing and demand they handle the problem. Put them on notice.
The HOA can't not enforce the rules in the documents.

2. Go to a board meeting and demand that a resolution be out in the table to have the HOA take action against the homeowner. As a member you are within your rights to request the HOA contact their attorney to send a letter to comply to the person creating the noise.

3. Call the police. Each and every time the noise continues 1 minute past your county ordinance. And get a noise meter from Amazon or radio shack.

4. If your in Montgomery county file a complaint.

Your HOA will have to answer to the HOA court on why they haven't taken steps to enforce the rules.

5. Call 311 and ask for a code enforcement officer to come it and inspect their property for anything causing the noise that is a county violation

I'm guessing McLean. Too many control freaks in one place. This moderator is too smart to succumb to idle threats.
