Get on the board of the HOA. Complain every time you are annoyed. Document the instances.
Call the police if it is over the allowed decibels |
You should not only be calling/emailing the HOA President but also call the police. I have had to do both and has helped my situation. No one like when the cops come out and bang on your front door like they are performing a raid. They had to knock on the door like that cause the Noise is too loud. Good Luck, OP. |

| My guess is that its a unit which emits noise to scare away birds. We have a bird problem in our little neighborhood (literally hundreds and hundreds of starlings which nest around our house and leave lots of ugly and smelly bird ****. We tried a noise unit (it is supposed to simulate an owl and scare away the starlings), but one of our neighbors complained bitterly when it was on around 9:00 pm (twilight in the summer), when the birds were coming in to nest. |

I'm going to guess it's leaving a TV or radio or some similar thing on when they are on extended vacations "to scare the burglars away."
