Recurrent nuisance noise problem with neighbor--what to do?

Omg, a device to keep a cat from pooping in your yard? Gosh I wish I had invented that because then I'd be famous for all the right reasons.

Anyway, clearly OP is some variety of cat since she can hear the noise. Maybe she should stop pooping in the neighbor's yard and she'll stop hearing the noise.
