An animal deterrent? Does OP have an outside cat that bothers the neighbors and that's why they don't give a fig about running this noise contraption?
If it's bothering OP, then the neighbors hear it even louder. What else could be beneficial to run weeks at a time 24/7?

I'm racking my brain. Wind chimes would be year round issue. Generator wouldn't happen that often. Pool equipment wouldn't run at 3am. The fact they had to ask them what the noise was suggests it's not something obviously identifiable.

Op is a massive douchebag but I admit she got me curious.
