not at all, i am saying that the charge is rape which we all know is but not every assault is rape. the pp is trying to make their list of schools to compare the rape at rockville to other assaults. |

We are all going in circles. The way I see it we break this down into components and try to be as objective as possible. Most importantly, our thoughts should be with the victim and her family and friends who must be going through hell right now. I hope that her identity will be protected and that she will get help and support in the days and years ahead.
1. Facility design – is there something specific about the location of the crime that should be looked at? We are all puzzled how no one saw or heard this happen 2. Safety personnel – are there school police and staff constantly monitoring hallways? 3. Safety procedures – when students disappear to the bathroom, or don’t arrive to class on time, how is that addressed? How can this be improved so that kids are safe without feeling like they are in prison? 4. School response to incidents – I think we can all agree their communication was insufficient the day after the incident. The superintendent’s message was stronger but took days to come out. Did the school act quickly and thoroughly to care for the victim, and ensure that the rapists could not get away? They should have been clear to offer counseling services from the day of the incident. Are disciplinary procedures effective at keeping the victim safe? 5. School culture overall – how does the administration deal with fights, bullying, disorderly behavior, making out, etc? what procedures are in place for students with a higher risk profile? It’s not just a matter of age, but also the language barrier, cultural norms, and exposure to violence – that’s what makes this different than red-shirting. 6. Federal policies – schools have to educate, but it is a huge drain on limited resources. Should they be deported? Will they return? Should age-based policies be in place specifically for non-English speakers? 7. Societal norms – yes, we have a rape problem. yes, there are rapists of all races and backgrounds. This was especially brutal and those of you comparing this to white McMansion rapes are coming across as though you are defending the two rapists in this case. Let's all work together to stop all rapes - if more people are aware about rape in the community because of this case, at least that's a starting point for all those who have had their head in the sand. People shouldn't be criticized for reacting to a horrible incident in our community. We all know rapes happen and we’re all trying to protect our kids. Every case that is publicized hopefully helps more vicitims and bystanders speak up, and hopefuly more rapists of all backgrounds go to jail. I am not going to apologize for being more upset about this one than Brock Turner, because I have a 14 year old girl at a school where I'm not sure she's safe anymore. There should have been an easy ticket out for these two before they were able to do this heinous act. I’m not speculating that this was gang-related, but gangs sometimes engage in random acts of violence and that is scarier for me that my daughter could be randomly targeted. |

if the person said it was an assault they sure would, might not get reported that way but they will be called. |

Superintendent has finally spoken to FOX 5 news. Based on the interview, the accused rapists were enrolled in the METS (Multidisciplinary Educational and Training Support) program at the school.

Students enrolled in the METS program receive instruction in developing English language proficiency and basic literacy and academic skills. Students also receive instruction and support to facilitate adjustment to both the academic and social school environment. The purpose of the METS program is to develop English language proficiency and literacy while providing the instruction and support with academics that will help narrow students' educational gaps and facilitate articulation to non-METS classes. Currently, there are 63 students enrolled at 3 elementary school METS sites; 204 students enrolled at 9 middle school METS sites; and 511 METS students enrolled at 12 high school METS sites. The total enrollment in the METS program is 788 students with more than 97 percent of these students Spanish-speakers. Presently, the METS program offers self-contained classes to accelerate student learning toward grade-level proficiency in reading and mathematics, as quickly as possible. The majority of these students usually are enrolled in the METS program for up to two years until they meet specific benchmark criteria in reading and mathematics. |

Those schools have districts with HUD housing and government housing for these refugees. I don't think you can find that out in Damascus, Poolesville, or Potomac. |

The question I would like to ask MCPS is what is the vetting process for those students who are attending this METS program, specifically these older refugee students who are entering our schools at 18+ years of age. There are 500+ of them in our high schools so I would hope that there's some background check that's happening. |
