No. Did you contact police? Press charges?

Sorry, but there is no rehab for someone with a rap sheet like his and who is regularly and routinely engaging in sexually concerning behaviors toward women. St. Elizabeth's is where he needs to go and to stay.

But they are finding him supports.

Who is paying for the medical bills of the victims?

There’s a go fund me. I hope all of the people who are “working” to get Russell “help” for his “mental health” are also paying to resolve the consequences of his actions.

You can’t be serious that the perpetrator has had a go fund me set up?

Ah, you're that target audience for every GOP political ad since 1980? No one is getting locked up forever.

If this man was repeatedly exposing himself for YEARS, how was he not in jail?

DC law indicates a single offense will incur a fine and potential jail time for up to 90 days.

Part of the problem is whether or not our city is actually taking these reports seriously, MPD following up, able to arrest, and then convictions actually happening.

that's old news, that's where he says Russell is a known to the community, having a mental health crisis and that he will make sure Russell gets the support services he needs.

I can’t possibly explain how angry his response made me. There are children invilved!

His follow up, just posted about 20 min ago, is a little better. A little.

Anytime a public servant has to make a day-after statement, it's a clear sign that their initial statement was a stupid one. Parker clearly learned that expressing more sympathy for perpetrators of violence than for their victims is no longer going to cut it. I hope other CMs -- particularly Charles Allen, who has no problem throwing around the "experiencing a crisis" line to explain away crime -- are paying attention.

There is a twitter link here, that shows a screen shot from I think is a Bloomingdale FB drop with his phone on it. He is an AA man with a beard and short dreads (I think)

I've had many interactions with that guy, including a very scary period of time when he singled me out and would wait in front of my home for me to come out so he could follow me and spout gibberish. I called the cops, and they shooed him along and said that he has family in the area but refuses care. They (MPD) give him clothing sometimes. He was clearly always on the verge of attacking someone. What are we supposed to do?

PRESS CHARGES.

On the instagram post, so many neighbors were saying similar stories or worse (he masterbated in front of my son, etc) but NO ONE PRESSED CHARGES.

This man put a woman in the hospital and masterbated in front of 2 yr olds. This was not his first offense. He was charged with MISDEMEANORS. Let that sink in. Sexual abuse of a child and beating someone so badly they are hospitalized are misdemeanors in DC. It’s not that people don’t report crime, it’s that the officials of this city have decided it doesn’t care.

Shame on any of you who vote for these people again.

Also, why in the world is the violent criminal not also being charged with a HATE CRIME? Or in DC does it simply not matter when the victim is Hispanic?!!_!!?!?!?!

A go fund me for what? His sexual offender therapy? What has happened to society that we are handling with kid gloves a guy who is a sexual predator.

Regardless of whether it is the same person or different, I truly hope you notified police immediately upon observing such behavior.

If police ignored you, did nothing, then I hope you notify them again and again until someone takes you seriously. This is not behavior that people should be shrugging off.

Ah, you’re the target audience for the “in this house we believe…” yard signs? Check your algorithm; people are fed up with violent crime.

You raised a good point, I didn't even pay attention to the fact that the charge for this latest occurrence, which involved exposing himself to children, was a misdemeanor charge.

That's likely because DC does not separate "exposure" to a minor vs. an adult - it's part of the same offence.

Anyone know if this would have been updated and how with the previously proposed DC code that got tanked in congress?

Moving forward, this needs to be fixed - it should be a separate, and more serious, offense for engaging in this behavior to a minor.

Current applicable DC code:

"Code of the District of Columbia
§ 22–1312. Lewd, indecent, or obscene acts; sexual proposal to a minor.
It is unlawful for a person, in public, to make an obscene or indecent exposure of his or her genitalia or anus, to engage in masturbation, or to engage in a sexual act as defined in § 22-3001(8). It is unlawful for a person to make an obscene or indecent sexual proposal to a minor. A person who violates any provision of this section shall be guilty of a misdemeanor and, upon conviction, shall be fined not more than the amount set forth in § 22-3571.01, imprisoned for not more than 90 days, or both."

I just looked him up in the Court’s website and there are no docket entries for his 2019 case after the issuance of the bench warrant, no indication that he was ever brought before the judge in October. There are also no newer cases that would indicate he was charged with the September attempted break-in.

USAO will likely up the assault charges to Felony Assault at least, perhaps Aggravated Assault if they can show the one teacher was knocked unconscious.

People with serious mental health issues who don't take their prescribed medications regularly and who don't have family members to supervise and manage their health care DO need to be hospitalized or required to live in some kind of supportive, supervised setting for the duration. It is a very sad situation because no one asks for mental illness, but thesr individuals cannot be allowed to harm others.
