Anytime a public servant has to make a day-after statement, it's a clear sign that their initial statement was a stupid one. Parker clearly learned that expressing more sympathy for perpetrators of violence than for their victims is no longer going to cut it. I hope other CMs -- particularly Charles Allen, who has no problem throwing around the "experiencing a crisis" line to explain away crime -- are paying attention. |

Regardless of whether it is the same person or different, I truly hope you notified police immediately upon observing such behavior. If police ignored you, did nothing, then I hope you notify them again and again until someone takes you seriously. This is not behavior that people should be shrugging off. |

You raised a good point, I didn't even pay attention to the fact that the charge for this latest occurrence, which involved exposing himself to children, was a misdemeanor charge. That's likely because DC does not separate "exposure" to a minor vs. an adult - it's part of the same offence. Anyone know if this would have been updated and how with the previously proposed DC code that got tanked in congress? Moving forward, this needs to be fixed - it should be a separate, and more serious, offense for engaging in this behavior to a minor. Current applicable DC code: "Code of the District of Columbia § 22–1312. Lewd, indecent, or obscene acts; sexual proposal to a minor. It is unlawful for a person, in public, to make an obscene or indecent exposure of his or her genitalia or anus, to engage in masturbation, or to engage in a sexual act as defined in § 22-3001(8). It is unlawful for a person to make an obscene or indecent sexual proposal to a minor. A person who violates any provision of this section shall be guilty of a misdemeanor and, upon conviction, shall be fined not more than the amount set forth in § 22-3571.01, imprisoned for not more than 90 days, or both." |
I just looked him up in the Court’s website and there are no docket entries for his 2019 case after the issuance of the bench warrant, no indication that he was ever brought before the judge in October. There are also no newer cases that would indicate he was charged with the September attempted break-in. |
USAO will likely up the assault charges to Felony Assault at least, perhaps Aggravated Assault if they can show the one teacher was knocked unconscious. |
People with serious mental health issues who don't take their prescribed medications regularly and who don't have family members to supervise and manage their health care DO need to be hospitalized or required to live in some kind of supportive, supervised setting for the duration. It is a very sad situation because no one asks for mental illness, but thesr individuals cannot be allowed to harm others. |
