Do you really believe that all 18 yr old illegal immigrant freshman rape 14 yr old girls? btw, I don't think 18 yr olds should be freshman, nor do I think 20 yr olds should still be in HS, however, I really don't think his legal status is the reason he raped that girl. An 18 yr old freshman shouldn't be allowed, period, regardless of document status.

I agree. It's a security issue, not related to immigration status.

I did hear a rumor that the reason one of the perpetration had a removal order in place is that he _previously_ commited another sexual assault. I can't confirm it (doesn't show up in MD court records), but he turned 18 in August, so if he committed it while 16, it would not show up in the public records.

That's not an immigration question to me -- we should not allow any offenders of this type into mainstream schools.

I hope more details come out soon and somebody holds MCPS responsible. If there is even a remote chance that this kid was thought to have commited a previous sexual assault and they allowed him back in the HS - I have no words for this insanity. Horrifying.

" Some of these people luckily managed to stay and attend the hearing. They tried their best to present their powerful testimony. They are just normal hardworking people. As the first generation legal immigrants from a non-English speaking country, most of these people earned an advanced degree from an university here. But they are not good at public speaking especially for such a topic while the opposite side have a bunch of lawyers supported by an organization.

Legal immigrants are contributing their effort to enforce the law and order. Fellow citizens needs to stand up too. You can not keep doing "Illegals come, we move". Where can you move to when there is no place for you to move? Come Chinese immigrants are talking about going back to China. Do other people have a backyard to retreat? Going back to Europe? Hard to say how many of those 22K are illegal. I know several kids in ESOL. They are not illegally here.

That is 17% of all the kids in MCPS that are currently on it. That doesn't account for those that have also previously used it. My guess is 30% of all students have been in ESOL at one time or another the last 5 years. That is indeed a lot.

It is related to age AND to immigration status.
I am an immigrant, and I know very well how it's done - valid foreign passport, criminal record check on the country of origin, med tests for socially dangerous diseases (HIV/AIDS, TB, cifilis), education level. With no chance to forge any of the above, because an embassy verifies data without involvement of an applicant, and med exam is held in the facility approved by an embasssy.
What of the above was performed on these two criminals?
Do authorities even know how old they are?

These things are not unrelated. Programming for at risk youth faces enormous cuts in the proposed budget.

We know that federal law mandates these young people be educated. We also know that people would HOWL if the county dedicated a single high school to recent immigrants transitioning to the US school system. So...what is MCPS supposed to do? They can't bar people based on immigration status, and they don't have funding for specialized programs.


Who is going to howl if the county dedicates learning spaces to recent immigrants? I wouldn't, I would be ecstatic.
