He was calling the dog over and offering treats. Who does that? Why would he do that if he was scared of the dog off the leash? He was looking for drama and got it. It was his account that was clear he was trying to take the dog.

Reporting for what? Having a different opinion? They were both out of control. However, he provoked her. Look at the social media posting he posted about his actions.
