You're being disingenuous. You can still strangle someone without actually killing them and pretty sure if you put a collar around a kids neck and held them up by it while they panicked and cried to get free, CPS might have a word with you.

She had to surrender the dog, I'm sure due to the documented rough handling plus disregarding leash laws.

Apparently entitled dog owners have a habit of letting their dogs run off leash and tear up this bird habitat conservation area. As an avid bird watcher, he was used to encountering off leash dogs.

As a parent of a child who was attacked by an off leash terrier, I have to admit that's a bit of a hot button issue for me. I don't blame him for being both prepared and ready to call out these entitled dog owners.

I also get annoyed about owners letting their dogs off leash around here. "He's friendly" they say about their out of control 80lb dog coming for my 20lb leashed dog who is afraid of big dogs. I just fume, pick up my dog, and glare.
