Both were nuts. He was threatening her by videoing her for no reason. That dog wasn't bothering anyone and I'm scared of dogs. There was no reason for him to approach her and video it so he was setting up the situation and zero respect for him. She handled it very badly but has a right to feel threatened by recording her.

She wasn’t too afraid of the virus, or the guy who was supposedly threatening her, to approach him at a close distance. No doubt she’s unhinged, but her concern seemed to be with his filming her rather than anything else.

UMM no. Her dog walker confirmed he walked the same dog for her TWO YEARS AGO.

Mental breakdown my butt. She deliberated decided to off-leash her dog in Central Park and when called on it - decided to both harass that person and get the police to do the same.

You have to leash your dog. I’ve asked people to do this a couple times in the past when I was walking with a toddler. The man was well within his right to tell her.
