And what about the crazy man faking bird watching who set up the situation via his own version of what happened and was trying to take her dog.  If this was a child it would be kidnapping.  It was not a false police report as he was trying to take her dog by calling the dog over and offering it treats without her consent.  Look at his actions.  He should be fired.  She was unhinged but she was provoked and he kept after her and most women along in a park would panic. [/quote]

Reporting for what?  Having a different opinion?  They were both out of control.  However, he provoked her.  Look at the social media posting he posted about his actions.  If she violated the law, he calls the police to enforce.  He doesn't ask the dog to come to him and offer the dog treats.  That looks like kidnapping.[/quote]
