It's a public space for people to enjoy - the priority is not the enjoyment of animals that you choose to bring into the space. If you don't like the rules, stay home. If your home doesn't allow you to have a dog, then get a new home or don't get a dog.

He was allowed to record her and she behaved inappropriately. And her threats were insane.

Oh please, for most people rules don't apply to them. We don't see the interaction before he started recording or what he said to her to provoke her. He set up this situation and recorded it. He should not have recorded without permission. We don't have the entire picture but someone following you and recording you is threatening regardless of race. He was looking for drama. She wasn't near anyone nor was the dog.

Did you miss the part were she approached him and he asked her to not come near him several times? Rightly so during a plague where 40,000 New Yorks have died.
Did you also miss the part where her dog was off-leash in Central Park? There are ALWAYS people there.

All she had to do was take the leash she had in-hand and snap it on. What's so hard about that? What if there were kids nearby?
