Which should include criminal background checks and sexual harrassment training of incoming students.

These kids grew up in an environment where criminal behavior is sadly the norm. I seriously think sexual harassment training will do any good. As sad as I am for their situations and for whatever it was that caused them to think this was acceptable behavior, it is a million times sadder that our own policies allowed this to happen in our country and schools. They should never been allowed in our schools in the first place and that is an MCPS, MD, USA fail. It disgusts me that this poor girl's life was destroyed and many need to be held accountable and step up to make sure it never happens again. I have already written emails to legislators, BOE, Hogan the council and hope everyone else is angered enough to do the same. MCPS is trying to keep this under wraps. Don't let them.

The above poster is EXACTLY right.

Exactly. God only knows how many victims in our public schools simply didn't have the courage and support to report their attackers to the police.

We are discussing one deplorable incident, which involves dumb policy by MCPS where it could be foreseen that a problem would arise. It did not have to happen and is a glaring example of the counties defend illegals above all reason. Why do you feel the need to deflect the conversation. Of course there are other rapes and even murder, so that means we should just say "oh well."

How could mcps have forseen this horrific incident would happen? Plenty of illegal immigrant children are respectful, try to follow the law, and go on to be quit successful. How do you tell which person is going to commit a crime?

Not the PP, but by definition, an ILLEGAL immigrant has already broken the law. And this was NOT a child. The attacker was an 18 year old MAN. Can you really not see how that would cause problems? Putting a grown man who speaks no English and comes from a troubled background in with 14 year old girls?

+1 ILLEGAL. We have no idea these men's background but you put them in school with 14 year-olds. A troubled student of legal status, you would have an idea if they committed felonies before -- we know nothing of these men that illegally entered the country with the last year but sure, come integrate with our children. Let's just cross our fingers that it works. Great Plan

First of all, many illegal immigrant children didn't break the law by coming here. Their parents did. I'm guessing the children had no choice.

Secondly, we have many "real" Americans who are 19/20 by the time they finish HS because they have been redshirted. If you want to have a rule that prohibits 20 years olds in HS, I'm all for that. But, it should apply to everyone, not just those with brown skin with no documents.

Thirdly, I'm going to go out on a limb here and say that not all 18 yr old illegal immigrants have committed rape. Therefore, I don't think anyone could have predicted that this would happen.

Again, if you think having much older teens in HS with 14 year olds is a problem (and I do agree with this), then again, we should make it a blanket rule.

I think we should expand the scope of this outrage to those parents who redshirt their kids to the point that there are 20 year olds in HS. Wasn't there a case like this in one of the w schools a while ago?

BS! There is a HUGE difference between redshirting a child in kindergarten when they are a matter of weeks or a couple of months from the cutoff date because they need a little extra time to develop socially, emotionally or academically....versus having 18 year old freshman fresh from another country without documentation and who dont speak english. Give me a break!!!!! In scenario 1 there is parental support in place trying to actually help their child to be successful. In scenario 2, there is no parental support, educational values in place or anything. In scenario 1 there is no risk of safety to other children. In scenario 2, clearly a risk!

I'm the PP. I'm with you on expanding. A 20 year old should not be in a HS with 14 year old girls. Have an alternative program. Maybe partner with a community college.

However i still stand by my post. The kid was 18! 18. He was an adult. He broke the law by coming here. That is an important fact in this story, like it or not.

I'm the PP who you responded to and despite my suggestion, I totally agree with you. I'm just saying at the very LEAST they should do this.

I'm the other PP in this discussion who just posted.

Also, even with red shirting, I doubt there are many 20 year olds in MCPS HS? I agree that the parental support here makes a difference. The 17 year old couldn't even remember his address. What was up with that?

Can't say for sure, but likely that the 18 year old attacker lived at the Crystal Springs apartment complex. Articles have noted that he lives in an apartment on Bel Pre Road and there are not that many apartments on Bel Pre that feed into Rockville HS.

Not saying they shouldn't do anything, but the issues presented here will not be solved by Community Outreach initiatives and Staff Diversity training.

Don't you know, it takes a village. ALL concerned citizens should be meeting to discuss statigic plans to address this outrage. Don't you think?

They don't need teachers and the principal visiting the apartment complex. They need the police to investigate whether this asshole raped any more victims at the apartment complex.

I read the police reports. DNA evidence and vaginal and ANAL rape by those 2 illegal creeps. Now just what sort of community outreach will be accomplished when Montco/MD is so crazed that it doesn't want ICE ? MS 13 has been emboldened by liberal Obama regime and now we're paying the price. AKA the bodies and prosecutions from prior murders are adding up.

We also need to ask MCPS and our leaders:

1. What are our schools doing accepting unaccompanied minors from a foreign country??
2. Who is "accompanying" them while they are here? Has CPS paid these so-called supervisors a visit?
3. Why aren't they back home with their parents?
4. Doesn't it make these kids vulnerable to sex traffickers!? 5. Why are we being handed the bill for this craziness, which includes building new schools and paying for more teachers?

Usually the kids are with one parent or a guardian (aunt, uncle, etc). Rarely they are living on their own, but it does happen. Usually the parent they are living with has been separated from them for many years and the child doesn't even know them. This makes it hard to enforce any rules - especially when the kids are teenagers/young adults.

They are not back home with their parents because their parents are already here, or their parents have sent them here to get away from the gangs. This is true of most of the students I have from El Salvador and Honduras.

It was a mix. Here's a summary of comments:

- Ranting about illegals, including such impractical solutions as to stop issuing all visas for anyone to come to the US; deporting all illegal immigrants tomorrow; have MCPS stop enrolling any illegal immigrants
- Good suggestions on how to deal with older students who enroll knowing no English, and those with behavioral problems -- re-open the Twain school, which was closed a few years ago
- Look at the security situation of all schools. How did no one hear the victim's screams, and why were these people walking around the hallways during class?
- No statements from MoCo county exec, county council, nor board of Ed. Weak statement from superintendent put out last night about how they "can't comment on existing investigation" and nothing about how they plan to ensure security at all MCPS schools

Sorry but this argument does not resonate with me at all.

I'm as liberal as they come, but this is ridiculous.

My daughter is zoned for Barnsley so this is not some theoretical problem as far as I'm concerned. The FACT is that an 18 year old man raped a 14 year old girl in the bathroom AT our high school. If you don't think that deserves some action, then that's just nuts.
