I'm glad we passed term limits last November on MoCo elected officials. Half of them will be out at next election.

The silence is deafening.

At least a word from the superintendent would be nice. Saying they'll review security measures at all schools. Review school policy of enrolling recent immigrants who do not speak English - an alternative school perhaps?

I was shocked to read that school administrators did their own investigation first BEFORE calling police. There's just so much wrong with that.
Poor girl didn't have her own cell phone apparently?

Really, you're shocked that the school administration did their due diligence before calling the police? Was there an extensive delay before the cops were called or did the admins listen to the girls story and look in the bathroom to see if there was reason to call? It would have irresponsible of them if they didn't.

Not knowing all of the details, it sounds as though the administration handled the situation as best they could.

There really should be no delay. A girl tells you she's been raped, you call the police. WTF. Do you want the principal going in to look for evidence? Tampering a crime scene? Maybe the custodian can go in and clean up a little to?

Call the cops immediately. Let MCPD decide what really happened.

Principals have no due diligence for a crime - that's for the police. They shouldn't go in there and touch anything or get distracted and whoops there's bunches of kids in there.

Yeah - how about for a kid with a gun. Is the principal investigating or are they calling the police and a swat team? This is no different.

If there's a gun, you go under lockdown and you call the cops. There's not much else to do. But if this happens during lunch, for example, in a large school, you're SOL, as there's no way to get all kids to safe spaces in a matter of minutes. We've had fights cause chaos where kids and staff members were trampled on.

I've never been to this website before (and never will again) but I discovered the police report here. This is devastating, I am crying after reading it.

Exactly. I am shocked by the number of people making assertions that do not bear out in the police report. Further evidence of knee-jerk conclusions.

Montano was living with his uncle but can't remember his address?? What does that even mean? How does he get home? This is all so disgusting.

Here is the policy:
Children age 5 by September 1, 2016, and not age 21 on the first day of school are eligible for enrollment in MCPS for the 2016-17 school year.

Do they place these 20 and 21 year old students in high school alongside 14 year olds?

I am extremely liberal and am completely against illegal immigration. Legal immigration needs to be fixed, the process made more transparent, faster, less cumbersome. Illegal immigrants coming here in droves and being allowed to stay sucks resources away from US citizens and lawful immigrants alike.

This MCPS policy is ludicrous, endangers children, and weakens the education system. There needs to be some special classes for 18-21 year olds to work towards learning English and getting their GEDs.

That letter from the principal was awful, too. Barely offered support to other kids at the school who may be scared, traumatized, friends of the victim, anything, let alone expressed a decent amount of outrage or addressed parents and students valid safety concerns. I don't live in MCPS, but I'd be absolutely outraged at the District and the school admin.

My thoughts and prayers go out to the victim that she can overcome this horror.

I agree with everything you say here.

For those of you zoned for Rockville HS, what are you going to do about this? You know you must pressure BoE (especially your elected rep in your district), county council (your councilmembers) and rockville city staff. Otherwise this will be swept under the rug and nothing done.

And no response from MCPS. Where the F are the local journalists. I want to see this in the news until we get some answers from MCPS regarding what actions they are taking.

I used to be a high school teacher in another state. Typically there is a point when a student becomes too old to be retained in a grade and would be referred to an alternative program of some sort. At 18 in 9th grade, this person would exceed the legal age of school attendance before they could to 12th grade. So it really makes no sense for them not to be in an alternative school. Makes me question what is going on a RHS, which is the school we're zoned for. Thankfully DC is still in ES.

We are also zoned for RHS. What were the kids doing in school all day anyway? He didn't speak Wnglish, so was he actually taking/attending classes?

Yes, in our country you don't need to speak the native language of our schools. You just start and we eventually teach the language for free with ESOL on taxpayers dime. Look at the increase in the ESOL teachers in MCPS in just the last 10 years. That same number also jumps in FARMS. We feed illegal aliens for free too. I can't even begin to imagine how much it costs, but who cares? They just ask for more money or increase the teacher/student ratio. Oh and they increase property taxes by 9% too. Who cares, right? Let's just blame Hogan for not giving us all the money we want.

In America, non-English speaking kids get a free 2nd language paid for by us - starting in K all the way to 12th if needed.

Legal US citizen kids? They don't start learning a 2nd language until 7th grade.

Most other countries, you need to learn the language of the school you are attending on your own. It is called assimilation and immersion. You don't walk into a school in Germany and they pull you out for free German lessons. They don't have English interpreters. But their own kids? They learn a 2nd language starting in elementary.

The irony of America is mind-boggling.

+1 million --- a liberal Democrat

And the crowded schools resulting diminish opportunities for our own kids

I did email the BOE, but thanks for the other suggestions. I have also emailed friends in the RHS cluster to send letters as well. Funny thing is my kids are in private school (can honestly say it's worth every penny after this episode) yet I am actively pursuing this with elected officials and the press because I'm completely outraged. DC has friends in RHS and it completely unacceptable for ANY child to not be safe in their school. It is just so upsetting on so many levels.

My kids are in ES but we are zoned for Rockville HS. I'm not normally an activist type, but I would like to make my voice hers. Does anyone have any recommendation?

Email the school? Email the BOE? And say what? Just expressing my concern and asking what they will be doing? Is there anything that would be effective to ask?

We don't actually live in Rockville City. We are in the part of MoCo that is zoned for RHS that it not part of Rockville City.

It's nice to see that liberals and conservatives are able to come together on an issue that is about common sense. 18 year-old-freshmen do not belong in our schools. Period.

This is the most disturbing thing Ive ever read. Ive been contemplating a move to Rockville HS cluster and if this is the kind of clientele that attends the high school, then I will not be pursuing area homes in that cluster. It is appalling what I just read and bizarre that kids of that age were in ninth grade and that kids with that mindset and behavior are in that community. For a housing budget in the 6's, thats what I would get in a community and high school??? No thanks!!

The larger issue here is that the same policy would allow ANY school in MoCo to accept these kids. So don't think RHS is the only place where this can happen. There are great neighborhoods with strong communities in this area. It's a matter of time before we see more and more of this incidents county wide if the policies that have allowed these perps into schools are not changed.

Share the news report on your social media. Write to everyone and anyone. It's all about awareness. Tell them you are disgusted that our schools are not safe, illegals who have emotional issues are placed with are attending school with our children, our tax dollars are supporting these criminals. The impact is huge. Our resources are going to help those that should not be here and can not be educated in a regular classroom. Our kids can be influenced by these disturbed people. And the obvious, a 14 year old's life was ruined because of these policies.

Reach out everyone. Don't just be angry on DCUM.
