I definitely understand your concerns, and I don't think it makes sense to register 18 year olds as freshmen unless it's at an alternative campus for older than traditional students. If I understand the policy correctly, all students older than 21 must finish their high school education at another campus, and an 18 year old would turn 21 by the time they were in their senior year if they started as a Freshman so why not start them at the school they'll end up at anyway?

However, regarding kids on class with older students, in high school that happens even if everyone is in the grade typical for their chronological age since most elective classes are open to grades 9-12 or 10-12. I don't think it's that unusual for a 14/15 year old sophomore to be in at least a few classes with seniors, who are likely somewhere between 17 and 19.

There was an alternative campus. Patricia O'Neill, Judy Docca, Rebecca Smondrowski and Jill Ortman-Fouse shut it down. They closed the alternative campus so that now students awaiting trial or convicted of crimes attend the same school with their victims.

What school was this? Why was it closed? It seems an alternative/holding school for anyone MS age and above would be a reasonable option.

My guess is the county sold the land or something and it is now being developed into high rise condos/mixed use development because that seems to be what is happening everywhere in an already overcrowded and overtaxed county.

Alternative Programs still exists. It's off Avery Road close to 28. It was once Twain, which focused on ED. Alt, however, is for level 2 and 3 kids. It's not meant to house criminals and rapists. The kids are already tough enough and some, in fact, are downright scary. But rapists? not yet . . .

The silence is deafening.

At least a word from the superintendent would be nice. Saying they'll review security measures at all schools. Review school policy of enrolling recent immigrants who do not speak English - an alternative school perhaps?

I was shocked to read that school administrators did their own investigation first BEFORE calling police. There's just so much wrong with that.
Poor girl didn't have her own cell phone apparently?

Really, you're shocked that the school administration did their due diligence before calling the police? Was there an extensive delay before the cops were called or did the admins listen to the girls story and look in the bathroom to see if there was reason to call? It would have irresponsible of them if they didn't.

Not knowing all of the details, it sounds as though the administration handled the situation as best they could.

Actually you are not just wrong, but extremely wrong.

They are required reporters. There does NOT need to be "evidence" ... Principals don't even know what evidence is. Walking into a crime scene actually contaminates the scene.

The procedures call for principals to NOT investigate.

This is why so many pedophiles in moco get away because principals do investigations and tip off the criminal.

The statement supporting the principal violating the law was from the union protecting their member.

Nope, not even close

I read through the first 10 pages or so and was shocked by how quickly the conversation turned to "maybe it was consensual".

Maybe someone already mentioned this (I didn't read through every page) but the victim is 14 years old.
The age of consent in MD is 16, so no such thing as consensual sex.
I know there are exceptions to the law (close in age, within 4 years of each other's age, etc.) but really, this is a 14 year old girl. Please, let's not blame a 14 year old girl who was brought into a boys bathroom by two older boys/men.
How terrifying for her or any female of any age.

This is true. Every person in the school system is either required to call CPS or the police - depending up the type of incident. Taking the child and keeping her safe is a responsibility. But they can't question the child. That's the police's job.

However, it can be hard NOT to question b/c you're worried about the girl and the safety of the other kids. Do you call for a lockdown, for example? And that would be an acceptable move IMO. But questioning a child in distress can cause confusion.

omg - the screaming

Look, genius. I WAS at Alternative Programs a few years ago. Weast shut down some programs to save money, but the county still has ED clusters in certain schools - Churchill and Paint Branch, for example, both have the bridge program. Perhaps there aren't enough. But Twain wasn't for criminals. It was for kids with emotional issues, and I had friends who worked there who said it was a well-oiled machine that helped a lot of kids.

Alt Programs, however, was redesigned to absorb kids who aren't coded - so very few IEPs for learning issues or emotional issues. That isn't to say they don't get kids who aren't coded. They do - but only b/c schools are too fed up to deal with certain behaviors of repeat offenders. So they do what they can to get them into Alt. or to expel them.

Blame MCPS. I'm not saying it's angelic by any stretch of the imagination. However, what you should blame and fight is the Code of Conduct that the state created in a few years ago. I believe you can blame Lillian Lowery for that. She's no longer with us, thankfully, but she did leave her legacy with those rules which prevent schools from taking ANY action to protect good kids and to keep kids safe.

So please stop screaming and stop talking about areas in which you have NO direct experience.

WEAST DID NOT SHUT DOWN ALTERNATIVE PROGRAMS TO SAVE MONEY. HE DID IT TO CLOSE THE ACHIEVEMENT GAP BY SPREADING OUT CRIMINALS ACROSS ALL PUBLIC SCHOOLS. IT WAS DONE TO IMPACT THE DATA, NOT THE BUDGET.

NOW STUDENTS WITH CRIMINAL RECORDS ARE SIMPLY RELOCATED TO A DIFFERENT PUBLIC SCHOOL.

THEY DO NOT EVEN NECESSARILY GO TO ONE OF THE FEW REMAINING ALTERNATIVE PROGRAMS FOR ED ISSUES.

THE ALTERNATIVE PROGRAMS THAT ARE NEEDED ARE NOT JUST FOR ED ISSUES. WEAST ALSO SHUT DOWN THE ALTERNATIVE HIGH SCHOOL PROGRAMS THAT WERE AVAILABLE IN EVENINGS. THESE WERE ALSO PLACES WHERE CONVICTED CRIMINALS COULD STILL GET AN EDUCATION.

IT IS TIME FOR MCPS PARENTS TO GET THE FACTS AND START SCREAMING. THE SAFETY OF ALL PUBLIC SCHOOL STUDENTS SHOULD BE #1 PRIORITY.

No, by your logic, if they were in their country of origin, a girl in their country of origin would have been raped.

This is about rape, it's not about immigration, don't make it about immigration.

This will sound crass and will most definitely offend your sensibilities, but here in the US we have an obligation to our citizens. Not illegal aliens that invade our schools. I know, crazy that a country puts its people first, you have been brainwashed by democrats. I get that and I understand you have been lied too and feel for it. But the law still stands.

A girl was raped (according to the police report), and you're talking about immigration policy.

You are repeating yourself. Many of us explained why it is about the immigration status among other things, but you don't want to hear us (or can't).

Yes, the argument has been, if they are here illegally, then they shouldn't have been here, and if they hadn't been here, then they wouldn't have allegedly raped this particular girl in this particular high school bathroom. What difference does that make to her? If you deported all 11 million unauthorized people in the US, there would still be rapists in the US, and rape victims, too.

The difference is she would not have been raped on that day at that time. How callous of you. If you were her, would you think, "What difference would it make?"

There really should be no delay. A girl tells you she's been raped, you call the police. WTF. Do you want the principal going in to look for evidence? Tampering a crime scene? Maybe the custodian can go in and clean up a little to?

Call the cops immediately. Let MCPD decide what really happened.

Principals have no due diligence for a crime - that's for the police. They shouldn't go in there and touch anything or get distracted and whoops there's bunches of kids in there.

Yeah - how about for a kid with a gun. Is the principal investigating or are they calling the police and a swat team? This is no different.
