Residency Fraud and Verification Guidelines DC public charter schools provide tuition-free public education to residents of the District of Columbia. Students who do not live in the District and attend charter schools without paying tuition are committing residency fraud. Residency Fraud Prevention Process On February 7, 2012, the DC Council passed the District of Columbia Public Schools and Public Charter School Student Residency Fraud Prevention Amendment Act of 2012. Under this legislation, the District of Columbia Non-Resident Tuition Act increases fines for residency verification and caregiver status verification violations from $500 to $2,000, establishes a state hotline for reporting student residency fraud, and requires schools to post the hotline number. Also under this legislation, the Office of the State Superintendent of Education (OSSE) shall ensure that the District of Columbia public charter schools investigate any allegations received through the hotline or any other source. PCSB will undertake any investigation on behalf of its charter schools. If any member of the public has any information that a non-district resident is receiving District-funded public education free of charge, you may contact the PCSB using any of these methods: 1. | If neither parent of a child resides in DC, then they need to leave. It doesn't matter if they were residents in the beginning of the year and then they move. When the family moves, the child needs to move. I heard one of the children in our school exclaim that he was moving to X (a Maryland city). On the one hand, that could just be one parent and perhaps they are getting a divorce. Who knows. But, I know there are families that do move but keep their kids in DC. |

| I know I'm stating the obvious. But, I know for a fact that some of my DC's classmates parents are divorced/seperated. One lives in DC, while the other lives in Monty Co. Yes, there are folks stealing City services but be careful writing down someone's license plate number before you get all the facts. For example, one parent drives his company vehicle and have Virginia plates. Another, was involved in accident and driving a rental car from Maryland. Maybe, I'm jaded, but from school, college and even your place of employment folks use their connections to get the best situation for what they need. |
And your point is?... If someone is not cheating, they're off the hook. If they are, bye bye. It's that simple. You don't know unless you investigate an allegation of cheating. Parents are fed up with cheating. I for one would be happy to be investigated. Such investigation would reveal that my Maryland resident dad picks up my DC from school for me on some week days. He drives to my DC home. This would be easy to prove and no trouble at all. I would be cooperative and actually pleased that something is being done. Only the cheaters are up in arms about this. They traipse over here, while stealing from kids who've been waiting on waitlists that are at historic longs. I want my tax payer dollars to go to the citys' needy children- of which there are many- and not to MD/VA cheaters. |
| I don't get it. Maybe I don't give a damn. I think I more in the mindset I don't give a damn. Reason, why? yesterday it was national signing day for athletes. The District charter-highschool (Friendship) was front and center and extremely proud. One thing that was noticed by a reporter that each student that day came to school in a car with Maryland license plates. |
PP here. I was born and raised in DC. Also, an IB resident for the so-called NW upper echelon schools. I don't know your ancestry, but for me, being wrongly investigated to proof to some upset parent that my children belongs to the school they attend is not welcoming. You maybe pure as the driven snow. Good for you. But, there are some parents that are willing to take a chance of getting caught by the Non-resident police, in order their kids get a quality education. In a perfect world, all 4 sections of the city and PG Co. could all have Blue Ribbon performing schools. With no DC CAS cheating, fighting on the playground ( clutch my pearls)! or no OOB kids. If those families that are in viloation get caught, what you have DCPS do to the child? This young person maybe thriving for the first time or a very good friend of your DC. Like what Wash, DC does well, fined the parents and pay a tuition fee( payment plan if needed). Don't kick the child. I feel strongly about this because , I was one of those kids that had parents that lived in two jurisdictions SE and PG Co. They both agree that I should attend school in DC. I attended Eaton, Deal and Wilson. This is before the whole IB/ OBB thing. I went to college and Med school. Now, I treat kids that have Blue Cross and others that don't know where their next meal is coming from. Yes, the parents that are circumventing the DCPS residency rules are wrong but you have to understand their predicament. Not everyone is fortunate to walk out their front door and have opportunities afforded to them. Being investigated as you put it, is not something that most people welcome. I drive a SUV with Md tags. My DH owns a company that is in Chevy Chase Md. If I thought you were snooping around my vehicle or getting info my children to find out that I was a resident, then you would have deal with me or MPD. Save your CSI tactics and devote your energy in trying to improve all of DCPS schools such as tutoring or mentoring. |
"I was born and raised in DC"... and I'm lying my ass off! Actually, I'm a cheater and this is the reason for my long goofy soliloquy. Please leave us cheaters alone. BTW- he would cut off our hands and feet for poor kids. Never mind that we're displacing poor kids WHO LIVE IN THE DISTRICT, by stealing seats from them. Our poor kids in PG are much much poorer. Just come to my McMansion in PG and see for yourself. And my pearls are actually fake. Much like my post and my personality. Yeah- you go me- I'M A TROLL- a short, greasy, gritty, cheating TROLL! |
I agree with your sentiment, but individuals do not get to decide how to apply the rules based on their concept of fairness. Your solution of letting everyone work their connections however they want to get the best education for their children may be RIGHT, but it is not FAIR. It is not fair to the IB parents who might struggle to afford a place IB, and it is definitely not fair to all DC taxpayers. There are plenty of parents who reside legally in the District who are in the predicament you describe, where they cannot walk out their front door and "have opportunities afforded to them." Let's do the best we can with DC's own kids first, and when we get to nirvana and have awesome education for all our kids, then we can worry about PG kids. And anyone who is not comfortable having people snooping around their vehicle or checking residency on their kids probably has something to hide. If you don't want people snooping, then make sure that you are only using services to which you are legally entitled. |
Wow! You sound a wee bit bitter. I do not condone displacing poor or rich kids. I don't approve of over zealous Moms, that don't have anything to do except snoop around cars or children's personel records to "out "fraudulent parents. My kids school office admin. are diligent about resident requirements i.e. utility bills, auto regs., property tax info etc. It is not perfect but directing your energies towards these dastardly parents instead of questioning the non-use of textbooks or using a non- effective First in Math curriculum makes better use of your time. For argument sake, I grew up near Naylor Rd. SE , attended Howard Univ. and Med School, volunteer at Ballou Sr. High and work at United Medical Center on Southern Ave. S.E. Just saying. |
Guess what! I am an awesome mom, so I can support my school, volunteer, chaperone AND fill out the cheater form, too. I did fill it out, too, after we were invited to a birthday party in PG county. The residency was upheld because the deadbeat dad has a DC address, even though the child is living in PG with grandparents. So, not a perfect system, but it's what we have. |
| We're just saying- we don't approve of cheaters. Simple. If there is no problem, the controversy will extinguish itself. What you cheaters try to do is bring up other BS that's wrong with the school to draw attention away from CHEATERS! Thank goodness your pretend nonchalance is being ignored and investigations are beginning. Enough cheaters embarrassed at being outed will also extinguish the prob. too. Name dropping on your unimpressive background doesn't add anything to your argument- just reminds us of schools and healthcare facilities we should stay away from. Don't want to be schooled or cared for by entitled cheaters aka lying trolls!!! |
