I think so, NSA is DOD civilian. And in fact DoD was polishing its RIF policy so maybe they have layoffs on horizon? Maybe Companies like palantir will be used instead of intelligence personnel? |

Because the executive order is for 90 days for OPM and OMB to create and implement a plan to decrease the federal workforce through attrition. This is similar to the XO given by other incoming POTUSes. The goal is for a new administration to make an effort to research and clean up waste and unnecessary costs leftover from prior administrations. It is usually a good excuse to try and encourage some feds who are eligible to retire to do so. This is why it is a plan to reduce the workforce through attrition and not through RIFs. After they put out the plan, which is usually some form of one time incentives to retire for some portion of the older workforce, then the hiring freeze is likely to be selectively lifted for various agencies and/or positions. |
I forgot to add that many agencies know the hiring process is pretty long so they are processing resumes, conducting interviews and evaluating candidates up to the point where they would extend an offer and they waiting to see the state of the XO at the time to see me f they will be able to hire at that point. |

It is so stupid for Trump to simply freeze the hiring. Then agency turns around to hire more expensive contractor.
If he really want to make government more productive and efficient, he should change the rules to make it easier for federal government to fire these people who have bad performance. But still hire capable hardworking people Stupid trump! Everyday is full of surprise! |
Not what I have seen. Some contractors are also put on hold and don't get paid/more work at the moment. |

I'm one of those sad sacks who accepted a tentative offer and was just waiting one more day for my BI to go through before getting a FO and EOD date. Those things would have happened Tuesday, the freeze was enacted Monday. I've emailed my (hopefully) future boss, and left two voice mail messages for my HR contact. I haven't heard anything. It's a huge agency, which was one that was making concerted efforts to hire lots of people before inauguration, so I know they're swamped, but I'm dying to know my fate. Questions: 1) Anyone else with a TO going into the freeze who heard good news? 2) Anyone with any ideas whether the TO will be honored after the freeze is lifted? |

PP, I am SO sorry. We are getting zero information at my large agency about what will happen to hires in the BI process who couldn't have been given even tentative EODs due to the nature of their clearances. We don't give them until we have SCI in hand. It takes us so long to get anyone on board to begin with, and this is screwing our operations entirely.
It really sucks to be in limbo. I find it unfair that people who have put their own lives on hold to wait for clearances are being penalized through no fault of their own while this thing is fumbled. |

I'm the person who posted two posts up, asking the 2 questions. Just after I posted, my HR contact called me back and essentially said they still don't have guidance, but should know in a day or two. Somehow, it didn't seem hopeful.
I'm miserable in my current job, and was SO excited for this new position, and I've been trying to get back into government service for years. This was a dream come true. But I am lucky that I hadn't said anything to my current employer, and I didn't have to uproot myself for the new position. Ugh. |
My husband who currently works at the Navy and has a TO with Air Force was told that they can bring him on before February 22. BUT...not sure if Navy will release him as lateral transfers can be held for 30 days. |
It won't be eliminated. Some functions may move to other agencies (FTC), but not eliminated. |
