This is similar to the XO given by other incoming POTUSes. The goal is for a new administration to make an effort to research and clean up waste and unnecessary costs leftover from prior administrations. It is usually a good excuse to try and encourage some feds who are eligible to retire to do so. This is why it is a plan to reduce the workforce through attrition and not through RIFs. After they put out the plan, which is usually some form of one time incentives to retire for some portion of the older workforce, then the hiring freeze is likely to be selectively lifted for various agencies and/or positions.
