What about if you're at the SEC and got another merit increase to be paid out 2 weeks from Friday (so starting in THIS pay period which started Sunday) -- assume that one's gone?

I may be wrong, but I would think merit increases are separate from the hiring and pay freeze. I thought the pay freeze was just for COLA. I hope I'm right!

For the COLA/locality (2.88%) -- isn't that payroll already being processed? That pay period is over -- we submitted time last Wed/Thursday and usually paystubs are available by this Wed even though you don't get the cash until later in the week. I'm not sure this order changes that. No idea re merit pay -- wish they'd post the orders online so we could see the specifics but that'd be too much transparency.

PP 12:12 again. Yes I hope the 2.88% COLA can't be reneged. I keep refreshing pages to get more info. What exactly does "public health" and "public safety" encompass??

Yep. I seriously wonder what public safety is. I work on offshore oil rig safety inspections. Public safety? Or does that fall under the regulations he wants to roll back?

The freeze was coming, and your agency knew it. Your agency could have spend up the process. Your supervisor could have advocated for you.

This is true - we were able to advertise and hire a couple additional people in December.

I want to know if it effects fee funded agencies

Where is the actual executive order? I went to the white house website and there is nothing there.

Anonymous wrote:Does anyone know, if the paperwork was submitted to HR prior to the hiring freeze can I still be hired or do I have to wait until the hiring freeze ends? And if I have to wait can I still get the paper work now and just wait until the hiring freeze is over to start? I've basically been offered the job by the department head and have been told the paperwork was submitted and to just wait to hear from HR. Someone told me since the papers were submitted it doesn't matter that there was a hiring freeze but I'm not sure that's correct.

there is case law feom the Reagan era freeze that basically says if you have actually started working, your job is protected but if you merely have an offer than the offer can be rescinded w/o recourse under a hiring freeze. Sorry I don't have citation, but maybe someone else can provide...

The COLA is already in place because it was effective at the start of last pay period (January 8). There would have to be a pay cut to get rid of it.

I wonder if NIH counts as public health

Wouldn't that cover all of HHS?

I'd assume public healthy means VA hospitals who are treating patients or CDC investigating an outbreak. NIH research probably would not count.

Do you think it includes the FDA? Doesn't he want faster approval of generics?

Pretty sure both parties hate generics because Big Pharma is in the pockets of both parties...

Darn. I'm currently unemployed. After many federal job applications, I finally had a federal job interview a couple of weeks ago. I was hoping that they'd get back to me before this executive order was signed. I guess now I know that I won't be hired and that I'll continue as a low-level temp for many years to come.

I would assume yes. Hoping for more specifics soon.

Didn't he just shoot a lot of his regular people -- i.e. his electorate -- in the foot? I feel like nearly all administrative and "non specialized" positions (i.e. not doctors and lawyers) have pretty much been filled via veterans preference in recent years. It's a pretty guaranteed route to hiring when your only marketable skills are infantry. Guess that's over for now.
