The thing is, congress and senate would eventually just override him. They don't need him. Even McConnell will face pitchforks from his caucus if this goes on another 2 weeks and he won't put the vote up. A lot of them are up in 2020 and on thin ice already.

When McConnell's constituents are delayed getting their tax refunds and food stamp payments, they may complain enough so that he will reconsider. Or, maybe they would like to try to function without government making payments to them. We will find out.
