He's too stupid to realize he can't. Congress and Senate would eventually just pass the bills and Open without him. Would kill McConnell to do it but if it went on long enough, he would. [/quote] When McConnell's constituents are delayed getting their tax refunds and food stamp payments, they may complain enough so that he will reconsider.
