+1. He may not understand the consequences of what he is doing but that doesn't mean he can't/won't do real harm to others with his actions. I can't believe how cavalier his parents are being about this. |

I wouldn't want my kids flashed, either, but you the impact of involving the police is WAY disproportionate to the "trauma" of seeing a penis.
Lots of kids in lots of countries see penises all the time. It is only traumatic if you make it traumatic. |
Um, flashing a child your penis is a crime. A CRIME. This is totally crazy. "Only traumatic if you make it traumatic." No no no no no. Is that what you tell all your victims? |

| Keep your daughter away from him. Don't invite more trouble into the house of the poor parents of this man. They are already living in a special hell. Mind your business and your family. If he approaches you, say "Hi Larlo" and walk the other way. If he comes into your yard, tell him to go home. The burden is on you, fair or not. |

If you don't call the police everytime he's near you then move because he will do something that can't be undone. My 6 year old niece was sodomized by a 17 year old " special needs " kid 20 years ago. His parents were teachers and used the needs tag to explain it away. He was smart enough to lure my niece into her backyard shed and violate her. His parents said they would keep him in his own yard and would make sure he never got out. My sister dropped the charges. The special needs predator went on to rape 4 more little girls one being his own sister. He's locked up in some special needs hospital. I heard he attacked both male and female nurses since he's been there. So you have a choice. Fight them or move. |
NP here. I'm a pretty prudish person, and I have to say no, the sight of a penis should not be traumatizing to a child. Half our kids have them, and some people who are far more comfortable with nudity than I expose their kids to the sight of a penis on a regular basis. An adult with special needs is more likely to show off a penis much like a small child would, as a novelty. An adult without special needs who flashes theirs is doing it for far more nefarious reasons, and is likely to escalate, hence it is a crime. If my neighbor's 5yo flashed a penis, I'd talk to the parents. I would treat this case the same way. |
Agreed. Adult normal men show off their junk to children so they can get off on the thought. This is like a 4 year old showing your 4 year old his penis. |
| I think you should contact Adult Protective Services and tell them that this man is at risk for being arrested due to his flashing children and you would like to have them look into this situation to help this man stay out of trouble. |

NP It is a crime. But it is only traumatic if you make it traumatic. Kids are going to treat that behavior as "Wow, that was weird" until you start yelling or crying or freaking out. You are teaching them to freak out and be scared, rather than to handle the situation. OP, you seriously need to get a grip. You have a rude, obnoxious neighbor. He has demonstrated bad behavior. When he engages in bad behavior, call the police. Don't run away or freak out. Just call the police. Your neighbor is competent enough to understand rules and follow them. And what are you so freaked out about? You seem like you have issues with special needs people that go beyond this neighbor being a jerk. You are terrible afraid of him but he sounds more obnoxious than dangerous. |

To resume: You progressively escalated this because the parents of this young adult with special needs initially said he would not walk in front of your house anymore, but then he kept doing it anyway. I suspect that once the initial shock had passed, these parents thought that perhaps they had accommodated you too much. They probably believe that their son is harmless. They feel bad having promised all kinds of things and thus prefer not to talk to you anymore. It's a fact that people who expose themselves rarely go beyond that to more intrusive acts, however the rage episodes of Tourette's, if this is indeed what you witnessed, may be a little more hard to control for him. I would be concerned for my children's mental well-being too. I would not press charges, but tell my child to stay far away from him. It's hard enough for his parents as it is, and I don't think children in the area are in danger. It's good you called the police so that he's on their radar. Police in this country can use lethal force at the merest provocation, so it would take a lot for me to try to get a person with special needs arrested. Some have died in custody or while "resisting" arrest. This is what his parents are afraid of. |
I'm sorry that your niece was raped but sexually assaulting people is HIGHLY unusual behavior. |
