As you may have heard or read, a serious incident occurred at Rockville High School on March 16, 2017. While I can’t share many details because it is an ongoing police investigation, I can share that the incident involves allegations of rape and the arrest of two students.

The allegations presented in the charging documents are horrible and unacceptable. They do not represent the positive values of our students and school communities. Our thoughts are with the student who reported the incident and her family. Montgomery County Public Schools (MCPS) is committed to supporting them through these difficult times.

Please know that our school staff immediately contacted the Montgomery County Police Department (MCPD) once they were informed about the alleged sexual assault. MCPS continues to fully cooperate with MCPD and the Montgomery County State’s Attorney’s Office on this matter.

While I know this tragic incident has become part of a national political debate, I want to remind community members that the lives of real students have been forever affected. While many have chosen to engage civilly in the conversation, far too many have crossed the line with racist, xenophobic calls and emails. MCPS is working with law enforcement to identify those who are making threats toward our students and schools. This behavior will not be tolerated in our community.

Rockville High School staff, with the support of the MCPS administration, are working closely with their community to heal after this tragedy. Tuesday night, the Rockville High School Parent Teacher Student Association held a meeting where police and school representatives provided an update on the investigation, school security and MCPS policies. The community used this opportunity to express their concerns and ask questions of the principal, law enforcement and MCPS staff.

In addition to the questions we heard last night, we have received many questions from community members seeking to learn more about our policies. To help answer these questions we have created a web page that includes information and resources about our system policies; frequently asked questions and more. We will continue to update the page as more information becomes available.

MCPS is committed to the safety and security of our students and schools. In the coming days, we will share more about our efforts to ensure the safety of every student in our 204 schools.

A whole freaking weak after the event, and he's still referring to this as an "incident" and "tragic event." He's "sharing" with us that there "allegations of rape" only after this has been in the media for a freaking week. There are 778 students in the METS program this year in MCPS. 511 of them in HS. In order to be in the METS program, a student needs to have had at least a 2-year gap in schooling or be 3 years below grade level in math and not speak English. 97% of the METS students are Spanish speaking. How fast is this METS program growing? What is the MCPS objective here? How many students are entering the MCPS system at age 17, 18, 19, 20, 21 with at least a 2-year gap in their schooling who do not speak any English?!!! Why are these adult students being "educated" in the same schools as students as young as 14?




+1000. This is his failure. It's the attempted cover up that's his downfall. He does not have reform on his agenda. His agenda is to cover his ass. I hope he gets tossed out on it. I'm sure there's a lot that's been hidden from us. I don't trust him. We need a leader who really cares about our children more than he cares about himself.

Actually from what the police say they have a strong case and they collected a lot of evidence, so yes there IS proof she was raped.

The light bulb has been turned on and citizens are becoming aware of policies that have been enacted largely in secret Closed Session meetings. Parents have been intentionally kept in the dark about the number of undocumented immigrants in local schools and how they have been integrated into the classroom. Now that they are aware, change will happen. Parents will not stand for business as usual.

Jack smith is out of touch he should be fired or resign. He is more concerned about being PC than protecting MSCPS.


This is how I feel. I'm a parent in the Rockville cluster. 'Chosen to engage civilly'?? How about he has barely chosen to engage AT ALL.

'Can't share details'? What about details that have been in the media and in the police report? Not willing to discuss them?

He says that xenophobic emails will 'not be tolerated', but he can't come out and say that RAPE WILL NOT BE TOLERATED!!?? Ugh.

There was a sexual abuse allegation at KAH at one of the cluster schools this past summer. KAH did a much better job of engaging parents, IMO. There was good communication and at town hall type meeting set up within a week or so. Plus another update was just sent out recently to keep parents appraised, etc.

Does anyone know if the young girl victim was taken to a hospital to be treated? If not, valuable evidence may have been lost. Would that be standard operating procedure for any sexual assault reported to the MCPD? I can't imagine how hard this is on the girl and her family, and am so glad she reported it. I know sometimes victims don't go for medical treatment because it feels like being assaulted a second time. So, so horrible. Does anyone know in this case if she received medical treatment? Should that not have been mentioned by the superintendent, since her identity is protected.

What a joke the FAQ page is. He is still hiding crap. He mentions that it is common for 17-18 year olds to be in classes with 14 year olds at all high schools. However these kids are 18 year old freshman. He is not mentioning that these men will be in classes with 14 year olds when they are 21-22 years old. These kids were scheduled to take Biology their junior year. That is a freshman class that gets team taught. Half the class ESOL the other half Gen Ed. So these students would be 20-21 in a class with 14 year olds. This guy is strictly playing politics.

Jeff, I hate to make your life harder but I want to point out one thing. How come it is ok to talk about race, ethnicity, immigration status and religion in almost all conversations in this country now - but not on the MD Schools forum?

Religion is very much in play in our daily lives at schools now. Muslims can be vilified for covering their head or praying at schools (all in the news lately). And if travel bans can be imposed on Muslims, if Sikhs can be shot because they wear a turban, swastikas can be drawn, synagogues can be desecrated...then religion is very much part of the conversation, is it not?. What would have been the reaction if two Somalian-American Muslim boys were the accused in the HS rape? Even though they would have been citizens, their origin, skin color, religion would have become important. So, when Christians are doing the same crimes, why are we to keep quite?

Furthermore, we are not even sure now if this was a forced rape or consensual encounter that went too far. The fact that these boys did not flee the school is pretty telling. But, this is not what is being discussed on this forum is it? The thread about security becomes talks about illegal immigrants or non-Whites. Well, I am not able to flee anywhere even when I know that Christians are providing me the reasons to leave.

How about a sentence saying the girl was treated at an unnamed hospital and released to family/friends.

Not even a word.

I understand you can't say anything about her (rightfully so), but you can at least pretend to care about what happened to her after the rape, (Oh sorry, I mean 'incident'.)
