Girl Raped at Rockville HS

Anonymous

But it exposed something that the general public wasn't really that aware of. 18 year olds with no birth certificate , no English , no vaccinations , no citizenship, no transcripts , no criminal background checks are wandering around our schools freshmen classes and in the schools until 21-22 years old .

That's something the schools didn't want publicized.

This is utter insanity. Please explain to me how it could possibly make sense for MCPS, with its overcrowding, achievement gap, etc., etc., to be the appropriate destination for recently arrived illegal ADULTS. There's not enough resources to appropriately educate the legal citizens and resident children in this county. Resources are being rationed. Why on earth should they be shared will illegal adult immigrants who just arrived in this country less than a year ago? This makes zero sense to me.

I am not heartless and I think the situation of illegal immigrants who are CHILDREN is different. But we are batshit crazy if we think it's the right solution for MCPS to have an obligation to educate adult illegal immigrants between the ages of 18-21.

There are plenty of 17 year olds in high schools and there's nothing inherently different about them being potential rapists vs 18 or 19 year olds. Technically students of any age in a high school could be potential rapists. Nothing magical happens when someone turns 18/19/20 that makes them more likely to rape than a 17 year old. My son will be almost 19 when he graduates because his birthday is at the beginning of September. Would you consider him to be someone who should not be allowed to attend school with 14 or 15 year olds?

Was this situation a terrible one? Of course. But let's focus on the issues that matter--such as security in schools vs. focusing on that there are some male students over the age of 18 in high schools. Because what you're really saying is that immigrants from Central America who are currently in US high schools are all potential rapists just waiting to pounce on your child.

Huh?!? Something magical does happen between the ages of 14 to 18! And experience certainly makes you more savvy, confident and manipulative if you have bad intentions.

That's because it actually is a single event. Unless you have information that such events happen routinely in MCPS schools?

Are MCPS schools always safe for everybody all the time? Obviously not. Can MCPS do better? We hope so? What can MCPS do to make it better? That's the question Jack Smith needs to answer.

But the answer will not be. break federal law and violate the US Constitution by throwing out all unauthorized immigrants or children of unauthorized immigrants. And the answer is also not, remove all students who are male and 18 or older from buildings where girls younger than 16 go to school.

FTR, we've been in MCPS for 5 years and there have definitely been a number of sexual assault incidents in the school system that we've heard of. Hopefully it's not happening all the time, but it really seems to be an issue in the county.

Just a few months ago, there was a story about a Silver Spring bus driver accused of inappropriateness with young girls on the bus. I understand this is a large county, but you seem to hear more about it here than in Fairfax (we have relatives in Fairfax, so I hear about their issues also).

"Inappropriateness"??? Give me a break.
It's called sex assault on a minor child.

It could certainly be to remove them after age 19 unless they have a special approval from the board (special needs, etc.) They can attend evening GED classes like any other adult.

Exactly. Evening classes are the answer here.

+1. And if you are 18 and just now arriving, you can go straight to the evening GED program too. You are an adult. Only 17 and under should be admitted to the high school, and you can stay until you turn 19, unless you have board approval to stay longer in special cases.

^ The only 18 year olds who would be admitted would be those who qualify to enroll as seniors.

DCUM administrative, I am a mother of two school age kids in MoCo. I received the message below from a friend. I 'd like to share it on this forum because I still have a little confidence in your conscience? If this message get deleted, we will still delivery it by other means.

Parents! No matter you are an asian, black, latino or white family, we all love our kids. It is time for parents to stand up to bring safety to school for our kids. Lets all take actions and speak out!

Action Plan in Opposition to State Sanctuary Bills SB835
( “Maryland Trust Act”)
http://mgaleg.maryland.gov/2017RS/bills/sb/sb0835f.pdf
Last week, a 14-year-old girl was brutally raped multiple times at Rockville High School by an 18-year old illegal alien (with an ICE detainer against him previously) and a 17-year old student (a citizen of Guatemala) whose immigrant status is not disclosed by ICE due to his age. Both of them were registered as freshman. Please see the news story below for details:
http://www.foxnews.com/us/2017/03/20/maryland-girl-allegedly-raped-in-high-school-bathroom-by-twoteens-at-least-one-here-illegally.html
Yet so many Democrats are still trying to push the Sanctuary Bill through for Maryland. Unfortunately, theHouse Bill - HB1362 has passed the House on 3/20/2017. But we still have hope to kill the bill at the Senate.
What’s Next? The Senate committees will decide to vote “Favorable”, “Unfavorable” or “Favorable with Am endment” to SB835 (the voting date will be unknown until the day). If voted “favorable” by both house and the senate committees, it then goes to the floor for the 47 senators to vote. We have two steps to be taken CONCURRENTLY because the Senate could push for a vote at the Senate Floor shortly after the committee has written a “Favorable” committee report:

Step #1 – Kill the bill at the Senate Judiciary Proceedings Committee

Currently, there are 11 Senate Committee members. We know that there are 5 supporters and 5 opponents to SB 835. The swing vote is in the hand of Senator Bobby Zirkin from District 11 (Baltimore County). Let’s call him or send him emails full of our opposition voices. His contact information is below:
Email: bobby.zirkin@senate.state.md.us
Phone: (410) 841-3131, (301) 858-3131

Step #2 – Reduce the percentage of “yes” votes from the Senate Floor to below 60%

These are partisan bills, sponsored exclusively by democratic senators. But Governor Hogan has decided to Veto the bill the moment it reaches his desk. And the democrats must come up with 60% of the votes to override the Veto. There are currently 24 democratic senators who have co-sponsored SB835. In order to come up with 60% of the votes, they need a total of 29 votes out of 47. We believe Senator James Brochin will oppose the bill. The swing votes are in the hands of the remaining eight (8)
democratic senators, including Bobby Zirkin. Please take the time to call or email them. And see next page for their contact information.

In your email or message, be sure to include:
? The bill’s code (SB 835)
? Your name, and preferably an address (but not required, you can leave a general area)
? If applicable, it’s more powerful to indicate if you’re the resident of his or her district.
? Be clear with whether you support or oppose the bill with a few reasons. Sharing your personal
experience is always valuable.
Here is the website
(http://www.mgaleg.maryland.gov/webmga/frmmain.aspx?pid=legisrpage&tab=subject6&poptype=find&popid=) to look up who your state representatives are. But keep in mind that you can still email the other senators even if you don’t live in their districts.

Last but definitely not the least, please know that if the bill finally passes, it affects EVERY COUNTY, EVERY CITY, EVERY COMMUNITY AND EVERY FAMILY. If we don’t ACT now, it may be too late and it will be useless to complain to our government officials later. Please join our movement and send your message out to the senators by taking above steps. And time is of essence. Please take actions ASAP and do not let the tragic story of the 14-year-old girl repeat again. Thank you so much!!!

Yeah. We need to wait until our schools become a hotbed of sexual violence.

i wonder if someone who appeared to be a native-born US citizen based on language, demographics, or other factors attempted to register with ALL of the above information if that student would be accepted by the school.

The Superintendant has made it clear that he does not thing this is a big deal. It took days for him to even acknowledge the event and then at the meeting, he refers to it as an 'event'.

He is the one who is not even making an effort to address policy issues. Seems to want the whole 'event' to just go away without making any meaningful change. That is why there are calls for him to resign. He has failed our students repeatedly. And is not even willing to own up to that.

Do you feel that Jack Smith's response has been appropriate?

To me, it's his response that's the issue. I don't care about immigration status -- I know Federal law prohibits schools from checking that.

If I was Smith, here's what I would have done:

- Reported this to the public on Thursday afternoon (the day the incident occurred.. suspects were in custody by 1pm), and that the bathroom where this took place has been closed until further notice (it was in a secluded part of the school, and had doors.. the others don't).
- On Friday, issue a statement that he's ordered a top-to-bottom review of security at ALL MCPS schools, and he's convening an independent review or brining in outside consulants on this too.
- Meet with Rockville HS parents on Monday, and stay to answer all theri questions (he left after 15 minutes)
- Show sympathy for the victim

Instead what do we get?
- Rushed out statement on Sunday night after story hits national news
- Press conference on Tuesday
- No meeting with parents until Tuesday

Total utter mismanagement. How do we get him ousted? I know he's not elected, so do we go to the Board of Ed or our Council?

Two white kids at a local school were having sex in the locker room. So....

Oh, you didn't hear about that one.... because they were not hispanic. White kids having sex... just part of growing up. Hispanic kids having sex, disgusting.

Also there was a blow job incident on a bus recently. White kids... chirp, chirp, chirp.

Consensual sex is not the same as rape.

The point is when Hispanic kids have consensual sex it ends up in the paper, when white kids have sex it is not.

When white boys rape white girls it is not in the paper or on Fox 5 news, but when it is a Hispanic it is. Don't you see that as a problem, that we just brush all the other rapes under the carpet?

There were >250 rapes in 2015, did you hear about any of those. Did you hear about any HS rapes that were white kids? Do you think that mean white kids don't rape? Yes... that is what it make many people thing. You are being conditioned to believe that your daughter won't get raped if we get rid of Hispanics and it is a big fat lie.

Obviously, it's about the men's immigration status.

You know, when several children were shot at schools, half the public were angry and demanded that at least semi automatic rifles be banned, but the gun nuts claimed one or two bad apples shouldn't mean the rest can't enjoy their guns. I know, owning guns is legal, illegal immigrants are not. But, the crazy part is that we allow anyone in the public to own a semi automatic gun including someone with mental disabilities. That's crazier than allowing in illegal immigrants.

I worry more about my kids being shot at in school than being raped in school, yes even now.

Let's see early we got the woman's rights idiot, and now we have the gun rights idiot, you people have no shame. This IS ABOUT THE SAFETY OF OUR CHILDREN IN A PARTICULARLY TRAGIC INCIDENT not about your political crap. STFU.

The principal in OK who stopped a school shooting in his own school by simply retrieving his weapon from his car....I find myself wishing he would take over the Montgomery County schools...

This is exactly how I feel. He has not made enough effort to actually reach out to parents.

And I feel very strongly that if this did not get picked up by more news channels, this would have very quickly been glossed over as an 'unfortunate event'. Versus in reality it is a pretty big deal with many complicated issues to address.
