Newflash— you can’t declare war on drugs. Drugs are not a country or even an organization. Also we have no idea what “intelligence” this was based on. You can’t go around blowing people up and then claiming it’s justified because they were had drugs. That would justify blowing up about 60% of the residences in America and at least that many boats.

There is zero proof there were any drugs on that boat....and even if there were, the boat wasn't very big and wasn't headed for the US. Most of the drugs come over the border in trucks, which is why Biden wanted money for scanning devices, but the GOP opposed that.
