A former president of the Philippines, Duterte, is currently before the International Criminal Court in The Hague for the extrajudicial killings of 6,000-0,000 people he endorsed as part of his "war on drugs." If Trump keeps this up, he may find himself before the ICC one day as well.

No, we withdrew from the ICC under Bush to protect soldiers from international jurisdiction for war crimes committed in the middle east. We are also not signatory to whatever the international law is that governs the seas, although historically we act as if we are.
