Interesting that the cars I saw last week waiting shortly before 5.00 PM outside one upper NW elementary school all had Maryland plates. The parents appeared to be sitting in their cars and texting.

That's because they are very clear in the requirements that the person coming to complete the paperwork in person must also be the person listed on the documentation.

Not gonna read all 65 pages of this discussion. However, has anyone suggested that the DC City Council simply legally change the residency requirements? There are 2 Options. Option 1 seems to have a very limited opportunity for fraud. Where as Option 2 seems to have the opportunity for lots of fraud. Why not jsut eliminate Option2 all together?

DC needs to validate YTD DC taxes paid (and claimed address). They have this system already - DOES used it for unemployment. For those that don't work, govt paperwork would suffice. If a report if filed throughout the year, investigation office should validate DC tax roll again and do site visits.

There's always some plausible excuse. And some are legitimate. But the sheer scope of the MD cars dropping off and picking up -- and documented cases of fraud -- strongly suggests there's lots of residency cheating going on involving non-residents of Washongton DC.

Teachers possibly would have a school sticker but not a PTA one. Probably just another DC government mom headed home to Largo.

I dislike fraud too but think people are obsessed. At my kids' charter, I know of at least three sets of divorced but joint custody arrangements where one parent lives out of state. My MD plate driving nanny picks up DD every day. There are lots of plausible reasons.

Hey Dick Tracey, EoTP there ain't no nannies. Just Mom from Maryland looking for free food from a Title 1 school and free daycare (especially when the school day goes until 5). Stop being ignorant.
