It happened at our charter. And here's a shocker... After the audit, no kids left, because no one was actually cheating.

If you try to be friendly and engage the parents at drop off or pick up, the MD drivers who avert their eyes and try to avoid conversation are most likely the cheaters. They are afraid of discovery.

Is it an enrollment audit or a residency audit?

It's normal for every school to have an enrollment audit in the fall, where auditors confirm that every kid on the rolls actually exists. What's not normal is to audit the residency paperwork that was submitted when the students registered, I've never heard of that happening.


It says enrollment audit, so I guess the Md. and Va. tags will remain outside and no one will care.

It's an enrollment audit, not an investigation of residency.
The registrars at each school are responsible for making sure each kid is enrolled in the system and has the supporting paper work. Registrars know what is acceptable and if a parent submits the two pieces to confirm residency (lease, car registration, pay stub, utility bill etc) and they look legit, that is where the registrar's responsibility and authority ends.
Residency cheaters know this and will use a relative's address to get a driver's license, utility bill, etc. with their name on it. At our school, it seems that lots of parents use grandma's address in DC.
The enrollment audit is not an investigation and the registrars are not the investigators. Someone needs to dig deeper to authenticate the seemingly legit paperwork and make sure that the student actually lives at that address.

I hear you, but to say the Registrar only needs to look at 2 pieces of paper when there's a red Herring licence plate from Md. out front is awfully bureaucratic. It' like a cop saying, so you saw him committing a robbery but he told me he was home, so I ain't looking any further.

Part of the problem is funding per head count. No incentive for administrators to ensure compliance with the law. In fact, they're incentivized to not care; evidently that's the end result.

That's why OSSE has investigators who are trained and authorized to dig deeper. If you think a particular family is cheating call and report them. But you will need the child's or parent's name - not just a license plate number.

Which is why the cheating parents go out of their way not to engage with any other parents at the school. They know the drill.

My kid went to Amidon-Bowen a couple of years ago, and I remember we were actually given a hard time by the auditors (as in our paperwork was flagged as suspicious) because we provided a copy of DH's driver's license, but I signed the enrollment forms. Our residence was just a few blocks away, all living under 1 roof, same last name, but still flagged. Anyway I agree with the observation, there did seem to be a number of non-DC kids attending the school.

I find it odd that so many non DC kids would attend Amidon? Its not good but maybe the parents work at LeFant so its convenient?

It could be the before and aftercare which may be much better value and more convenient than what's available in MD.

Exactly. It's about free daycare (until 5:00 PM, I think) and free food (Title 1) all day. We're not talking about academics. Leave your WoTP mindset and get URBAN....
