Yes. If they want to put them in a regular classroom, absolutely. They come from war torn countries, do not have family support, have seen atrocities, possibly committed some along the way. You can't expect someone like this to function well in a US classroom. it's not like they flew coach into DCA from some middle class suburb. We know nothing of thee people yet allow them to vent their anger by joining gangs and raping girls. If this is not feasible, then we can't take them in.

The only problem is -- this won't actually prevent rapes from occurring in schools. If you excluded from school every person who arrived here from a wartorn country without their parents, there would still be rapes in schools. And meanwhile you would be excluding people from school. Most people who arrive here from a wartorn country without their parents do not rape. And most rapes are not done by people who arrived here from a wartorn country without their parents.

Then, what do you propose as a solution?? And I want to add, it isn't just rape we're talking about. Any extreme violence such as what is happening with gangs is another risk we have to deal with when you just let anyone in our schools.

This person was in 9th grade in name only. He wasn't in your kids's algebra or history class, because he didn't have the English proficiency. Probably 90% of his classes were ESL classes with other ESL kids of varying ages.

Yes, 18 year olds do come into contact with 14 years olds in high school, like between classes, and during other classes that are not grade-specific (German class, shop class, etc). Probably 20% of students at Rockville HS are currently 18 -- lots of 12th graders are easily 18 already.

I also don't mind if 18 year olds are IN CLASS with 14 year olds since there is a teacher there supervising at all time. That's probably the safest place to be.

What I am furious about is how students are walking the empty halls during class, and there is no monitoring and no one to hear the screams of an innocent victim. How did that happen?

While that sounds perfectly logical, it ignores the reality that stranger rape is extremely rare. They didn't target a random girl; in the police report the victim describes the rapist she knew as a friend she knew from class. So, it is germane and we will continue to discuss it as it is one of the proximate causes of her being targeted.

How about why is the Montgomery County School Board inviting in this young men of illegal status?

FACT:
If our laws were obeyed, this vicious crime would NOT have happened to this 14 year old girl. Period.

It changes a damn thing because it means that MCPS might be civilly liable for this rape, since she was targeted in part because she was known to the rapists bc the school placed them in her classroom despite their illegal status.

Of course MCPS is liable. Big time.

That's why there has been silence from MCPS. Not even a word.

The Superintendent is making remarks at 5 pm today (Tuesday) and community meeting at 7.

How do we even know these "kids" were 18? How do we know they aren't 19, or 20, or 22?

If they are coming into this county illegally, then I am 100% sure they have false documentation. Those birth certificates are likely false, or forged. They could be drawn with crayon and MCPS will accept them and enroll these kids in schools.


Bottom line: MCPS has GOT to do a better job knowing who they are allowing in schools and who they aren't.

Start with the assumption that it's the EVENTS you're trying to prevent. There are lots of events in schools not committed by unauthorized immigrants. There are lots of unauthorized immigrants in schools not committing events. We need to look at school security practices, not enrollment criteria.

The Supreme Court has decided that denying an education to children who are unauthorized immigrants is a violation of the equal protection clause of the Fourteenth Amendment. The case was Plyler v. Doe.

So no, MCPS does not check citizenship.
