Black people are 18% of the federal government. The SES is 11% black. States with the most federal civilian employees as of June 2018 were California, the District of Columbia, Virginia, Maryland and Texas. That would make sense since the percentage of black people is higher in those states. 79% of federal employees are outside of DC.

That wasn't the goal of AA. AA was to try and make up for the effect of systemic racism: racist laws and regulations enacted and enforced by the government. It was not put in place to combat effects of racist private actions.

affirmative action won't be necessary once more black folks actually value their lives and quit doing drugs committing crimes and having kids out of wedlock at such enormously high rates compared to the rest of the population. None of that has to do with racisim it has to do with moral failings plaguing the black community which is perpetuated by liberals encouraging the continuing victimization excuse instead of taking responsibility for one's own life.
