Affirmative Action should be income-based, not race-based

That is 100% not true. You are in complete denial, but it is a fact that poorer-scoring blacks are getting into schools that are rejecting better-scoring whites. Without AA, the whites would have gotten in but their lost they place to blacks.

While there are many things in this world that isn't a zero-sum game, such as the economy, world trade, and etc, college admissions is indeed one of those zero-sum games, where there is a fixed number of slots every year at better colleges and they get *far* more applicants than what they admit.

Thus, in a crappy DC public school with 400 graduating seniors, about 20 would get the AA points. In addition, kids qualifying for special-chance points would get the equivalent of tuition of the state's 4-year public university. End result is the exceptional kids from lower-middle-class (or poorer) families get the leg up in admission AND tuition support. Race would not be a factor (although since black families earn less than whites, on average, they would still benefit disproptionately).

The system penalizes brilliant black students, as they (and others) assume they didn't get in because of their own merits.
