Saw a story about this on the national news tonight. I think, but am not certain, that I heard that 51% of the population of MoCo is immigrant. Is this true?

For those of you who do not see the immigration issue as relevant here, help me understand. Are you so blinded by ideology that you cannot see when an idea that may have sounded nice in theory is not practical or realistic when applied to real life? I'm not trying to be snarky or difficult here. I truly cannot understand how you cannot see that the illegal immigration situation in this county is starting to escalate out of control. While I appreciate those who want to help the disenfranchised, I cannot fathom how you can put those people who are here criminally before our own citizens well-being. We are now seeing the repercussions of our continuous voting for liberal democrats coming home to roost. And we are now seeing that our children are clearly unsafe in their own schools. When will you see this is a problem? Only when a white male rapes a girl in a bathroom? Something tells me then you would be all over the white privilege in that situation.

Well, speaking for myself, I have a problem with an 18 yr old being a Freshman, regardless of document status or skin color. So, IMO this issue is not really about illegal immigration, which is also a problem, but this particular issue goes beyond illegal immigration.

DP.. well, I don't know about *every* but if you read the s/o fcps thread, they also allow 18 yr old freshmen, including those here illegally. I'm going to go out on a limb here and say that many school districts allow 18 yr old freshman. I don't think this is special to mcps. That said, I don't think this should be allowed anywhere. If they are at least 17, they should go to an alternative HS or community college to get ESOL services.

MCPS is going to systematically decrease the number of ESOL teachers (at least in elementary) over the next few years. They moved to a proficiency based staffing model a few years ago which significantly raised teacher/student ratios. It used to be that ESOL teachers would have around 41 students on their caseloads and now we have around 60, considering that the majority of the ESOL students in elementary schools are typically higher level students. Next year my school will have 3.5 teachers for over 200 ESOL students, with a fair amount of current Level 1s and 2s.

Now MCPS has screwed themselves with the proficiency based staffing formulas because WIDA has done a score scaling study for ACCESS, and they've announced that they expect students' scores to drop from FY 16 to FY 17, and they also expect about only 5% of students to exit whereas before there were about 15% of students who exited. Now MCPS is panicking because they want to decrease, not increase, allocations in schools so they needed to do some damage control. They've changed the wording on the Home Language Survey for the 17-18 school year to identify fewer students to be tested for ESOL. Word on the street is to expect big changes for ESOL in the coming years, at least in elementary schools.

County Executive Ike Leggett released this statement Monday afternoon about the rape allegations at Rockville High School:

I was immediately sick and disgusted when it was reported that two young men raped a 14-year-old student at Rockville High School last Thursday. This should not happen. Period. My deepest condolences go out to this young girl and her family.
Thankfully, the alleged rapists were arrested by the police. Obviously, if convicted, these young men need to be severely punished for this heinous act, and I am confident that the justice system will do its job.
In addition, I know that Police Chief Thomas Manger is hard at work with his staff investigating what happened and securing procedures to ensure our students are safe and their parents don’t have to worry. We are working with School Superintendent Jack Smith to support Rockville High School Principal Billie-Jean Bensen, and the entire Rockville High School community in this time while anxiety is high.
Although these individuals had no previous involvement in the County’s criminal justice system, these alleged rapists do have outstanding U.S. Immigration and Customs Enforcement (ICE) orders. If convicted, and after serving their sentences, the County — consistent with our longstanding policy — will cooperate fully with ICE to see that the two are deported to their countries of origin.

To the Rockville High School community and the neighborhoods it serves, I want you to know that the County government and the school system will do whatever is necessary to keep your children safe.

I'm pleased that Ike L is finally showing some leadership on this and assuring parents that he will do whatever it takes to keep our kids safe.
