Racism is a daily experience for your SIL, and yet no one in your family seems to have the slightest interest in understanding where she’s coming from or how it affects her. Apart from being racist, JE is a terrible, cruel person that kept his lover on drugs. I think people who think it is funny to dress like a such a horrible person, are likely not at all in tune with what could be perceived as racist, insensitive or offensive. No doubt, OP posted this to stir trouble here.
The reason we have argument about what is racist and what is not is that many people are not aware how their words or actions might sound and appear racist, even if that was not their intention.
OP is likely a troll who wanted to stir trouble and a polemic here about race issues. If she is not where is she now? Did she update?

You are aware that most people in the recent past were racist. It was taught at school and believed as gospel that different races had inherently different attributes and that the white race was the most successful economically, culturally, and morally (Christianity was the only recognized moral standard). I've seen my French grandmother's school textbooks, and even those of my mother. You should also know that non-whites are racist against each other (the paler you are the better), and that some of your beloved political, literary, religious and scientific leaders of the Western world, the USA included, were racist, even though most did not own slaves.

So when you dress up as a figure from the past, you are dressing up as a racist by default.

Also, ALL of these people were misogynist. Don't dress up as one either, PP!

I'm Asian too. Stop that. She's crazy to pretend this costume is racist. Of course it's not, even if the person in question is racist. There is a difference between wearing a costume from a TV show about trainwreck-type people and their tigers; and signaling that by dressing up as this person, she's also supporting racist beliefs because he happened to have said racist things that were later cut from the show and that very few people actually know about! I mean, come on. I've never seen this show, I'm not on social media, I couldn't pick this Tiger King person out of a line-up... like most people in the USA.

Not in my country. We learned that all people are equal, human beings, and that the slavery that was present in the Western World has been one of the worst things ins the world. Further, we learned that countries that call themselves democratic, but enforce racial discrimination and had slavery, now or in the past, can never be democratic.
