Sure, people can almost always lie to try to hide their true discriminatory motives.

People don't usually come out and say they didn't want to rent to or work with a black person, Jew, etc. and they offer some other rationalization to select someone else. But that doesn't change that their actions are legally wrong and, in at least some cases, they will get caught.
