So don’t actually do anything to change the system because there will still be individual racists.

Allowing parents more choices is a systemic change.

Keeping black and brown poor children trapped in a failing school system until every racist can be identified and reformed is just the usual "pretend to care while actively blocking concrete change".

Police here don't stop shootings/ crime in any way. They respond to calls. Ask any current MPD officer. More opportunities and resources in communities do.

If by Northwest you mean WOTP then that would accomplish almost nothing as police officers are not deployed based on population or geography but crime rates and with WOTP being extremely safe it has very light police staffing.

Of course actual NW DC is everything north of the mall and west of N. Capital street so that includes a bunch of neighborhoods that in fact need a lot of policing to deal with both tricky neighborhoods and traffic issues.

FWIW the SE quadrant already has a disproportionate share of MPDs staffing.

So your solution is to just hire everyone in SE & NE to work for the police - how exactly would that work and how would that be paid for?

That really isn't true though. That's when you see them or hear about them. Every interdicted gun they pull off the street has possibly prevented a shooting/murder.

I think you should learn more about the impact that violence interrupters can have. Sure, it's not perfect, but they pulled off a truce between two crews in SE that has lasted a remarkably long time. It's more than MPD could do.
