Putting aside the legal issues, how would they actually do that? People and companies send their federal taxes directly to the federal government. They don’t go through the California state government first. So how would California “withhold” it?

The state of California has jurisdiction over the payroll processors which transfer withholdings to the IRS.

The courts with jurisdiction are in California.

Pass a law requiring all businesses in California to pay all federal withholding/taxes into an escrow managed by the state to be used to pay the federally legislatively allocated funds. Shift the burden of compliance from individuals to the state.

There are a lot of serials to work out, but it could be done.

This seems like it would obviously be struck down on supremacy clause grounds.

Second, some states would fare better than others. A block of CA/OR/WA would control the west coast, have port access and economic opportunities as the 3rd largest economic country in the world.

I am not sure how well the former confederacy would do. Other than the Mississippi corridor, there isn't a lot there to spur jobs and growth.

There are definitely a lot more cops on the street and maybe an extra helicopter in the sky compared to normal...but otherwise, everything is normal. There's a reason why most of the news media is showing the same few blocks over and over again in their riot footage, and so much of it is from previous days. The protests are still peaceful.

This deployment of troops is not at all necessary. It's the Trump administration itching for a reaction or an escalation -- anything to distract from the news elsewhere in the world and from Trump's own recent failures.

California has refineries for oil and would just get it from somewhere else, but more likely would just ramp up solar, wind, hydro and where safe given earthquakes, nuclear. The people that live there don't want military, national guard, armed ICE, whatever in their state. Can we respect and work WITH the state, instead of inflame tensions?
