It hasn't happened this year because quality players are flocking to the remaining ECNL teams. Does the mass exodus start next year? Two years? We need to know so we can start planning.

2008s, 2009s and 2010s should stay in ECNL as they'll remain the dominate league for the next year or so - basically by the time they get recruited.
2011s - this is a tough group to choose. I'd lean GA though.
2012s, 2013s and younger - they should definitely go GA, GA should surpass GA as the dominate league in 3~4 years.
The rumored 2011 player movement for next year (with FVU, VDA and Arlington skimming off the top of departing teams' rosters) wouldn't support leaning GA for the 2011 age group in the DMV area. Also yet to be seen whether all the clubs in Louduon can keep GA1 or get sent to Aspire next year. But GA probably the better choice than RL at this point for 11s.
Id have to agree on the last part when I look at GA vs RL for this age. If you look at top, middle and bottom you get this.
GA
Top: SYC is 7th in the state and 3rd (of 14) in league Standings.
Middle: VRSC is 8th in state and 10th in league.
Bottom: TSJ is 24th in state and 12th in league standings.
RL
Top: Arlington is 10th in the state and 1st (of 12) in league standings.
Middle: Loudoun is 23rd in state and 6th in league standings.
Bottoms: BRYC is 49th in the state and 10th in league standings
