Deputy Director of DC Dept of Bldgs Resigns after being found working multiple jobs

People that can effectively manage multiple jobs like this usually are high performing at all of them. DC has a weird hiring system that limits most jobs to DC residents which limits the talent pool and reduce the average quality of employees.

You must be Asian too. Sorry - but no. If that photo had been of a Black person, you would have NEVER made this comment and you know it. Get out of here with that bulls*it.

Yup. Bad apples like Caroline Lian are going to be an excuse to curtail hybrid work schedules. I hope someone prosecutes her. She shouldn't be allowed to just resign and walk away with her pension intact after defrauding two employers and DC tax payers. And if you've ever tried to deal with DC Dept of Buildings--it is a particularly dysfunctional part of DC government.

I want our POS mayor to call these POS District employees back in the office five days a week. These paper pushers are coasting on fat cushy jobs and most of them live in the suburbs. And then you have the rest of them that are working other job under the table during this hybrid bullshlt. As a 16 year DC resident, enuff is efukking nuff.

The District--what a land of opportunity! Live in the burbs and work from home while you collect a second hybrid salary! Then risk having a medical emergency when you're actually in the office and have 911 send emergency response to the wrong side of town.

Not only collecting a 2nd paycheck, but also qualifying for a bigger pension. Nuts.

And she keeps that pension because she was allowed to "resign." WTF is wrong with DC government.

DC government does not have pensions. The only people with pensions were those hired in the 1980s or earlier. They only offer a 5% match for a 401k type plan that you have to vest in.

As a DC gov employee who is incredibly hard working and passionate about their job, cases like this make me want to scream. It really devalues the work of everyone employed by DC gov.

What side job are you hiding?

This isn't grounds for getting rid of her? This is pretty egregious. And DC Department of Buildings is a hot mess. Shame on her. This is wage theft. I hope they go after her--she shouldn't be allowed to simply "resign."

If she was a Federal government employee she would be prosecuted for fraud against the federal government. It would be a felony. She's lucky she's DC government, as the overburdened USAO will not have the bandwidth to go after her.

OAG HAS a fraud prosecutor and should go after her. This is not the first time this has happened. We need to email Brian Schwalb to find out why she is not being prosecuted. Dc gov workers have been prosecuted for far less than this. They do not need USAO to pursue this because they have OAG prosecutors who are designated as SAUSA (special assistant United States attorneys) to pursue matters USAO doesn’t want to pursue. This is a perfect case and an easy victory plus DC could recoup its money.

There are no cheap rentals in DC dummy.

Agreed that she seems like a hustler.

Umm the ethics rules prevent you from having a second full time job dumba$$es.

Good, glad she was referred to the commonwealth attorney for falsifying her disclosure form. Hope she is prosecuted.
'

DC should be prosecuting her! Why doesn't Bowser take a hard line on this?

Email Brian Schwab and Elizabeth Wiser at the DC AG’s office and complain. She should be prosecuted. Why aren’t they? This is low hanging fruit.

It's pretty clear she had an attorney and negotiated a settlement agreement with the District, read this:
https://bega.dc.gov/sites/bega/files/publication/attachments/%2324-0056-P%20C.%20Lian%20-%208.1.24%20final.pdf

This looks like a low hanging fraud case, but maybe her lawyer was able to convince the District that their were holes in their case and litigation risk.

If you read the Settlement Agreement it is very clear that she isn't even fired! She has to have $750 amounts withheld from her District paycheck and attend Ethics training

Um, did you read the harrowing story about the "luxury condo" building on Georgia Ave, in DC 's Dept of Bulidings permitted despite being egregiously built. It's quite frightening. I don't know if her tenure overlaps with this, but good grief. https://www.washingtonian.com/2024/05/23/they-bought-a-new-dc-luxury-condo-it-could-collapse/

I see cases for my large department and these are so rare. The ones I’ve seen were feds who had a tiny gig on the weekends but was in conflict with their job, like a fed lawyer who took on some side cases. They were fired quickly. Or someone who had an Etsy store but answered emails during work hours.

Since she resigned, though, in reality she really just has to pay $17k. What a joke.

Yes, she has to make a $17K payment. That's because the Settlement Agreement stipulates that DC can withholding paying out her last paycheck and any accrued annual leave to get to get the other $8K owed (for a total fine of $25k).

So basically she's not getting her last paycheck and remaining leave. Must be nice!

Did she have a gambling problem or something? Why would you need to have three jobs, unless they are all minimum wage?
