Below is what MSDE replied when I asked the state why MCPS wasn’t giving out the reports. Based on the info, I was able to get a copy of my child’s — if you want yours, you should email the person below and say that MSDE has said that MCPS can provide an electronic copy, and that MCPS has had access since January. From MSDE: “Thank you for your inquiry regarding the scores from the Spring 2022 MCAP assessments. The individual student reports (ISRs) were accessible to the districts electronically at the end of January and paper copies of ISRs will delivered to schools in early March. The school will then have 30 days to share the reports with parents/guardians. Please contact your local accountability coordinator, Donna Blaney at donna_M_bllaney@mcpsmd.org. Ms. Blaney will be able to help you obtain the information you are requesting. As you may know Maryland has implemented a new Maryland Comprehensive Assessment Program (MCAP) which was delayed due to the pandemic. In spring 2022, the state administered new math and English language arts assessments in which your child participated. For a new assessment, each state is federally required to go through a standard setting process, which Maryland completed with Maryland educators, and to work with psychometricians to ensure the assessments are valid and reliable. This process does take quite a bit of time. Please know that although the results of the spring 2022 assessments are delayed, results for future administrations will be provided in a timelier manner. Please let us know if you have any additional questions.” |

I have worked with Ms. Blaney for several years. She is a straight shooter. She does not give B.S. If things are being held up, she is not likely the reason for it. Please be patient in any requests. I don't want DCUM blaming her. |

It's a state test. Write your state representatives if this concerns you, but I could care less since the test is terrible and the results aren't meaningful. If I were to complain, it would be that they actually use a proven test with meaningful results or rely on proven national test the county already uses like MAP to reduce the testing burden. |

I emailed to Donna and this is the reply I got. She didn’t provide any copies to me.
Thank you for your email inquiry. The 2022 MCAP assessments were only the second time these new assessments were administered. Once any new assessment is given for two years, the results from both assessments (2019 and 2022) undergoes a process called ‘standard setting’. During this process, the data is reviewed and scale scores and cut points between performance levels are determined. Unfortunately this process takes a long while which is why the results from 2022 have been delayed. We ask for your extended patience as we have received the student’s Individual Score Results (ISRs) for all MCPS students just recently. We will be working over the next several weeks to organize and mail out last year’s results to all families with elementary schools being prioritized first. Your current principals will send out a message to alert your school’s community when your ISRs have been delivered to the US Post Office and that you can expect them to appear in your mailbox. We will be using your most current address in our student information system |
She is clearlynot telling the truth, given that the state confirmed they gave MCPS electronic access in January. Very clear that MCPS just doesn’t want people to have their kids’ results. |

The state confirmed that all districts have hd electronic access to the reports since January. Yet she is saying they are waiting on the state. |
| PP here who posted info from MSDE. I was able to get a copy of my child’s report a couple of months ago from Ms. Blaney, but only after repeated requests that went unanswered. Ultimately, I received the report by citing the state’s response to my inquiry. (MSDE said that Ms. Blaney could provide it, as MCPS has had access to the individual reports since Jan 2023.) |

I think the reports come from central office and not the local school. I would reach out to central office to request it, noting that the state says MCPS has had electronic access since January. If central office isn’t willing to send you your child’s report, I would probably reach out to the BOE members. You have a right to know how your child did. |
