ACA was debated in Congress for over a year. Hearings upon hearings upon hearings. In the end, the Republicans decided to vote unanimously against it. Obama actually made deals with the Republicans despite their best efforts to avoid them and block everything he did. There was a deal on avoiding a shutdown right before Trump scuttled it and said he would take the blame for the shutdown. Per his word, this is his shutdown.
