There is no proper or kind ways to deal with this situation. People are not going to self-report or deport and there is no system for them to catch them so ICE goes wherever they think they could find people.

It was worse than that. Arizona and Texas tried to put up their own walls on the border; the Biden administration sued the states to force them into opening the border.
