13 yr old cannot be tried as an adult under any circumstances, even for murder in DC 15 yr old can be tried as an adult but only at discretion of the judge and burden is high Prosecutors are working on a plea deal. Next hearing in April.. I am stunned. | I read the Post article and am similarly stunned and depressed. How many citizens have to get hurt or killed by repeat offenders before we can give up on rehabilitation? I don't know what the answer should be. I'd like to believe that teens won't have to suffer their whole lives for bad decisions as minors, but I'm not really willing to risk my family's safety in the social experiment. A man has died already, and I can't help feeling that if violent juvenile offenders are excused from appreciating the finality of this, they won't actually change their dangerous behaviors. |

No surprise here. DC has basically decriminalized youth crime, up to and including murder. Under current law, a 15 year old can murder anyone, including you, with relative impunity. That’s how the people in DC want it. They are “children” no matter what they do. No worries, though, they will totally be rehabilitated before they are released. Pinky swear. |
There is a type of OCD called religious scrupulosity that probably contributed to his breakdown. People become totally controlled by the idea of being "perfect" in their religion, which is impossible, of course. Most people then just abandon religion, rather than totally break down but obviously the guy had severe mental illness. Religion isn't the cause, it is the thing the mental illness latched on to. Even someone with rudimentary logic skills can understand that there are benefits from religion in society. See: moral teachings, curbs against loneliness, charitable giving and on and on... |
We agree, I was just telling the person that poor people already have access to free birth control in the United States through a variety of mechanisms. |

Two questions.
1. Is this a DC thing or a Fed thing. Sometimes when I complain about carjackers or drug dealers being released here, Jeff chimes in that the Fed is responsible for prosecutions and that these things are not in DC's hands. I always reply that DC should do a better job of putting together charging packages that are vetted by the city before being forwarded to the Fed. 2. With a plea deal, what are these two youths looking at? Ten years? Five years? One year? Time served? |

For what? At most you could argue for some sort of negligent supervision kind of theory, and even then you’d need to look really hard at what the parents knew and what they were doing. Some on this thread blame the parents; some blame society; indeed there is a hint in the Post story of blaming Mr. Anwar himself (who was “forcing” his way into his car; this is laying the foundation for some super lenient plea deal). The truth is, at 15 you are old enough to know it is both wrong and dangerous to carjack someone. |
