Because the founding fathers, in their brilliance, created the capital area as a place for co-equal states to come together to conduct business. It was to be separate and apart from all states, to avoid having undue influence.

The 15 year old pleaded guilty to felony murder. Unclear yet if it's part of a plea.

13 year old has hearing next week.

Since both were charged as juveniles, pretty clearly the outcome for the 15 year old is that she will be held in custody until 21. For the 13 year old, I would expect that she will get released at 18.
