This was Kelly’s problem IMO.

It wasn’t his main problem. Harris couldn’t lose his senate seat. Would require a special election to replace him. Not sure if that’s a risk to take with a stacked court. I mean Johnson is threatening a lawsuit against Biden finishing his term. Biden went to great lengths to time his step down. After RNC and before DNC. Legally, delegates and campaign funds transferred to Harris in plenty of time for nominee certificate.
